Betting revenue gains a new public purpose with transfer to Funapol.
A law passed in July provides for the gradual transfer of up to 3% to the Federal Police fund and expands the range of public purposes for resources generated by the regulated sector.

Revenue from fixed-odds betting in Brazil will now have a new public destination. Law No. 15.480/2026, sanctioned on July 30th, establishes that 1% of the revenue in 2026, after deductions stipulated by law, will be allocated to the Fund for Equipping and Operationalizing the Core Activities of the Federal Police (Funapol), followed by 2% in 2027 and 3% from 2028 onwards, according to the rules established by law.

The measure expands the range of public purposes associated with resources from regulated betting in the country, which already include areas such as education, sports, and health. The decision regarding the distribution and application of these funds rests with the government.

The change comes at a time of consolidation of the new Brazilian model for the sector. Since January 2025, only companies authorized by the Federal Government can operate fixed-odds betting nationwide, within a framework that establishes tax obligations, advertising rules, mechanisms for identifying bettors, anti-money laundering policies, sports integrity, and measures related to responsible gambling.

For Ana Gaming, the inclusion of Funapol among the beneficiaries of the resources helps to highlight an important dimension of regulation: in addition to establishing rules and control mechanisms for companies, formalization allows the State to monitor the revenue generated, collect the amounts stipulated by law, and determine its application in different areas of public interest.

“Regulation is not just about creating rules for companies and consumers. It incorporates a relevant economic activity into the formal environment, with clearly established taxation, control, and responsibilities. Defining where resources will be applied is a decision for the State, but the ability to generate identifiable revenues subject to public rules is one of the concrete effects of this new scenario,” says Marco Tulio Oliveira, CEO of Ana Gaming.

More about Funapol

Created to provide resources and means for equipping the Federal Police and maintaining its activities, Funapol now has this new source of revenue. The legislation also allows for the use of funds from the fund to cover expenses related to the health of the institution's employees, subject to budgetary and financial availability.

This change adds to other purposes already established for the resources generated by fixed-odds betting. The Brazilian model includes allocations to different areas of collective interest, meaning that the expansion of legal operations also increases the importance of monitoring the amounts involved and their subsequent application by the State.

In this scenario, compliance with legal requirements becomes even more important for authorized companies. Formal operation presupposes controls related to user identification, financial transactions, prevention of illegal practices, platform security, responsible communication, and compliance with the determinations of the competent authorities.

The distinction between licensed companies and platforms operating outside Brazilian regulations also takes on an economic dimension. While authorized companies are subject to tax and regulatory obligations and contribute to generating the revenues stipulated by law, illegal operators remain outside this system, without offering the State the same possibilities for control and collection.

“Strengthening the legal environment means expanding the country's capacity to monitor the sector's operations and ensure compliance with established obligations. For those who have chosen to operate within the rules, combating illegal offerings is fundamental for the Brazilian model to achieve the objectives for which it was built,” reinforces Marco Tulio Oliveira, CEO of Ana Gaming.
