Balneário Camboriú will have a municipal lottery and a prize-winning tax receipt program.

The mayor of Balneário Camboriú, Juliana Pavan (PSD), presented two new projects for the city to the City Council: a municipal lottery and the “Programa Nota Premiada BC”. The proposals were delivered this Monday (26), during the launch of the municipality's Fiscal Education Program.

The initiatives, for which draft proposals have already been prepared, will be the responsibility of the municipal Finance Department. Implementation depends on the approval of the city councilors, who will analyze the details of both projects.

The municipal lottery project stipulates that the funds raised, after the prizes are paid out, will be divided equally among four municipal funds. The Municipal Fund for Urban Public Transportation and Urban Mobility (FUMTUM) will receive 25% of the remaining amount for investments in the public transportation system.

Another 25% will be allocated to the Municipal Fund for the Protection of Persons with Disabilities (FMPD), for use in inclusion and accessibility projects. The Municipal Fund for the Development of the Southern Region (FUMDERES) will also receive 25% to finance initiatives in that area of ​​the city.

The lottery project has undergone a change in the draft; the allocation of funds raised will be:

I – to the Municipal Fund for Urban Public Transportation and Urban Mobility (FUMTUM),
at least 25% (twenty-five percent) of the remaining amount collected must be allocated to this purpose;

II – to the Municipal Fund for the Protection of Persons with Disabilities (FMPD), with at least 25% (twenty-five percent) of the remaining amount collected being allocated to this purpose;

III – to the Municipal Development Fund of the Southern Region (FUMDERES), which must be
allocated for this purpose, at least 25% (twenty-five percent) of the remaining amount
collected;

IV – To projects developed by the Municipal Anti-Drug Council, with at least 25% (twenty-five percent) of the remaining amount collected being allocated to this purpose.

The final 25% will be allocated to projects of the Municipal Anti-Drug Council, strengthening actions to prevent and combat the use of illicit substances in Balneário Camboriú.

The city government intends to grant the operation of the lottery to the private sector through a bidding process. The text authorizes the operation of all lottery modalities foreseen in federal legislation and allows the sale of advertising space as an additional source of revenue.

The creation of the municipal lottery is supported by a recent decision of the Supreme Federal Court (STF), which recognized the competence of states and municipalities to establish and operate lottery services.

Meanwhile, the "Nota Premiada BC Program" seeks to encourage consumers to request receipts for purchases in local businesses, offering cash prizes. Detailed regulations will be established within 90 days of its approval.

Similar programs already exist in other municipalities in Santa Catarina, such as Florianópolis and Chapecó. The specific participation criteria will be defined later in the regulations.

Mayor Juliana Pavan presented the two projects during a public hearing at the Bruno Nitz Theater. The proposals seek to create new sources of funding for investments in priority areas of the municipality.
