Betting companies are expected to register gross revenue of R$ 37 billion in 2025, according to the Secretariat of Prizes and Betting.

Sports betting and online gaming companies, known as "bets ," recorded gross revenue of R$ 37 billion in the accumulated total for 2025, according to data released by the Secretariat of Prizes and Bets (SPA) of the Ministry of Finance. This amount represents the balance between values ​​received in bets and prizes paid, technically known as GGR (gross gaming revenue). It is on this amount that the obligation to convert 12% into legally mandated allocations falls. The total value of prizes paid to bettors was not disclosed in the annual report.

In addition, approximately R$ 2,5 billion was collected in authorization fees paid by authorized operating agents, and R$ 95,5 million in inspection fees, also paid by companies in the sector, up to December.

Meanwhile, more than 217 Brazilians requested self-exclusion from betting sites in the first 40 days of operation of the Centralized Self-Exclusion Platform. This tool, launched by the government in December 2025, allows users to simultaneously block all their accounts on betting platforms.

The main reason given by bettors for requesting self-exclusion was "Loss of control over gambling – mental health," representing 37% of cases. In second place, with 25% of requests, was the reason "To prevent my data from being used by betting platforms."

Most self-exclusions (73%) were requested for an indefinite period, while 19% of requests correspond to self-blocking for a period of one year.

Authorized betting sites were already required to offer citizens self-exclusion mechanisms on their respective websites and apps (this option remains available). With the federal government's system, online since December 12th, people can voluntarily request, all at once, the blocking of their access to all accounts they have on betting sites. The system also provides information on Unified Health System (SUS) service points where citizens can seek help for mental health treatment.

Profile of Brazilian gamblers

The report presented by SPA reveals that 25,2 million Brazilians placed bets with the 79 companies authorized to operate legally in the country during 2025. Of the total bettors, 68,3% are men and 31,7% are women.

The age group with the highest concentration of users is between 31 and 40 years old, representing 28,6% of the total. Gamblers between 18 and 24 years old account for 22,7%, the same percentage observed in the 25 to 30 age group.

Collection and job creation

The betting sector generated R$ 8,8 billion in revenue between January and November 2025, according to data from the Federal Revenue Service. In addition to the economic impact, the activity was responsible for the creation of 10 direct jobs and 5,5 indirect jobs in the country.

Monitoring and combating irregularities.

The Undersecretariat for Monitoring and Inspection, linked to the SPA, registered 132 cases involving 133 betting sites last year. Of this total, 80 cases are currently underway for the application of penalties. In one year of regulated fixed-odds betting in Brazil, the SPA registered more than 25 illegal websites blocked in partnership with the National Telecommunications Agency (Anatel).

In partnership with the National Council for Advertising Self-Regulation (Conar), SPA concluded 412 investigations into illegal advertising on social media against digital influencers. As a result of these actions, 324 influencer profiles and 229 posts were removed.

The Secretary of Prizes and Betting, Regis Dudena, stated that the government plans to intensify oversight in 2026. “Since its creation, the Secretariat has been undergoing a consistent evolutionary curve. In 2024, we structured the market rules; in 2025, we advanced in monitoring and oversight, in addition to working intensively to combat illegal activities. In 2026, these activities should continue and develop even further, to guarantee the protection of people and the popular economy,” says the secretary.

 

Online betting will generate R$ 9,95 billion in revenue for the federal government in 2025.
