Caixa signs contracts for lottery outlet operations in SC, PE, and MA.
The Brazilian Federal Savings Bank (Caixa Econômica Federal) formalized adhesion contracts with four companies for the operation of lottery activities in municipalities in Santa Catarina, Pernambuco, and Maranhão. The agreements were published in the Official Gazette of the Union on April 24 and 28, 2026. The permits cover Simplified Lottery Units and Lottery Houses, with a validity of 20 years.
The new lottery outlets will be located in Lontras (SC), with a permit fee of R$ 92; Escada (PE), with R$ 26; Forquilhinha (SC), with R$ 466; and Timon (MA), with R$ 170. The values reflect the characteristics of each location and the potential for lottery activity in the respective municipalities.
The first publication, released in the Official Gazette of the Union on April 24, 2026, recorded two contracts. In Lontras (SC), the company Casa da Sorte Lontras Loterias Ltda obtained permission to operate a Simplified Lottery Unit on Rua Paschoal Conte, in the city center. The permit fee was R$ 92.
The adhesion contract became effective on April 16, 2026. The National Centralized Administrative Contracting Authority, linked to the Ministry of Finance, conducted the bidding process. The company will have two decades to operate the lottery business in the municipality of Santa Catarina.
On the same date of publication, a contract was formalized with Casa Lotérica ECP Ltda to operate a lottery agency in Escada (PE). The establishment will be located on Rua Ministro Andre Cavalcante, in the Frexeiras neighborhood. The permit fee was set at R$ 26.
The adhesion contract 02325/2026 resulted from process 0982/2023 and Electronic Auction 0424/2023. Its validity began on April 16, 2026. The company will operate under the permit regime established by Caixa Econômica Federal.
The second publication occurred in the edition of the Official Gazette of the Union, on April 28, 2026. In Forquilhinha (SC), Lotérica Forquilhinha Ltda obtained permission to operate a Simplified Lottery Unit on Avenida 25 de julho, in the city center. The permit fee reached R$ 466.
The membership agreement began on April 22, 2026, and will have 20 years to operate the lottery business in the municipality.
The fourth contract benefited Forte da Sorte Ltda for the operation of a lottery agency in Timon (MA). The unit will be installed on Avenida Francisco Carlos Jansen – BR 316, in the Parque Piauí I neighborhood. The permit fee was R$ 170. The adhesion contract began on April 23, 2026, and the company will operate the unit until 2046.
The four contracts total R$ 754 in concession fees. The concessionaire companies will have until 2046 to operate lottery activities in the specified locations. Caixa Econômica Federal is listed as the contracting party in all agreements.
The permits cover three Brazilian states: Santa Catarina, with two units; Pernambuco, with one unit; and Maranhão, with one unit. Simplified Lottery Units represent two of the four permits granted. Lottery Houses account for the other two.
The bidding processes were initiated between 2023 and 2025. The National Administrative Contracting Center conducted all procedures. Official publications in the Official Gazette of the Union guarantee transparency in administrative acts related to the granting of permits for lottery activities in the municipalities covered.
