The Jaicós City Council approves the creation of a Municipal Lottery to finance health, education, and other essential areas.
The Jaicós City Council approved a bill establishing the Municipal Lottery in the city. The vote took place at the session on Friday (17), when councilors deliberated on the proposal sent by the Municipal Executive Branch. The initiative authorizes the municipality of Piauí to operate lottery services, either directly or through concessions to specialized companies.
The project, submitted by Mayor Weslly Bispo, received a favorable opinion from the Chamber's committees before being approved in plenary session. The new legislation establishes that the funds raised will be distributed among six areas considered priorities by the municipal administration.
According to the approved text, the distribution of the proceeds from the lottery will follow specific percentages for each sector. Health and Education will receive the largest shares, with 25% each. Social Assistance will receive 15% of the resources, while Sports will be entitled to 13%. Culture will receive 12% and Tourism, 10% of the total amount collected.
The operation of the Municipal Lottery may be granted to companies in the sector through a competitive bidding process, as determined by Federal Law No. 14.133/2021. The concession period will be 20 years, with the possibility of renewal according to public interest.
The approved text establishes control and oversight mechanisms for the operation of the lottery. Among the measures foreseen are the prohibition of participation by minors under 18 years of age, the mandatory display of warning messages about the risks of gambling and addiction, as well as the implementation of systems to prevent money laundering and fraud.
The oversight of the operation will be the responsibility of the Tax Department of the Municipality of Jaicós, which may enter into agreements with public or private entities to assist in this task. The Municipal Comptroller's Office will conduct periodic audits to ensure transparency and legality in the management of resources.
The Municipal Executive Branch will have 90 days to regulate the new law. Only after this step can the municipality begin the process of implementing the lottery, either directly or through a concession.
Jaicós is located 379 kilometers from Teresina, the capital of Piauí, and has an estimated population of 18.501 inhabitants. The Municipal Lottery will operate within the territorial limits of the municipality, following the guidelines established by the approved legislation.
