Votuporanga City Council analyzes project to create a Municipal Lottery.

The Votuporanga City Council received the bill proposing the creation of the Municipal Lottery, sent by the Executive. The proposal was presented at the ordinary session on Monday (24) and forwarded for evaluation by the House's Permanent Committees. The project seeks to establish a new source of revenue for the municipality without increasing taxes.

The initiative aims to generate additional resources for investments in areas considered priorities by the municipal administration. The text presents the lottery as an alternative to meet the growing demand for investments in essential sectors, without directly burdening taxpayers.

The president of the City Council, councilman Daniel David, has been seeking technical information on the subject. Recently, he made an official trip to São Caetano do Sul, where he was received by Mr. Paulo and his team, who shared details about the structure and operation of the Municipal Lottery already implemented in that city.

After the initial reading during the session, the project proceeded to detailed analysis by the Chamber's Standing Committees. The proposal will affect both the municipal administration, which will have a new source of revenue, and the population, which will be able to participate in the lottery and benefit from the resulting investments.

According to the project, the concession contract could last up to 25 years, with the possibility of renewal. Operation could be carried out through direct management by the City Hall or through concession to specialized companies, via a bidding process in accordance with the new Bidding Law.

The text does not specify when the lottery would begin operating if approved, nor does it detail the types of games that would be offered or the expected revenue estimates.

The proposal establishes that the Municipal Finance Department will be responsible for overseeing the lottery, with periodic audits and the possibility of agreements with other oversight entities. All revenue will be allocated exclusively to the areas of public health, education, public safety, social assistance, culture, and sports.

"The creation of the Municipal Lottery represents an innovative solution to meet the growing demands for investments in priority areas. The lottery will allow the municipality to generate additional resources applied exclusively to projects and programs aimed at social development and the well-being of the population," states a section of the justification sent by the Executive branch to the city councilors.

According to Daniel David, the initiative could generate revenue for the municipality and expand investments in essential areas. "We are studying successful models and gathering experiences that can be adapted to the reality of Votuporanga, always with transparency and responsibility," the councilman emphasized.

In addition to the Municipal Lottery, the president of the City Council has also been working on the development of the Votuporanga City Council TV project, which is in its initial phase. To this end, he made a technical visit to the state capital, São Paulo, where he met with a team specializing in the implementation of legislative TV channels. The proposal aims to offer the public greater transparency and access to the actions of the Legislative Branch, broadcasting sessions, public hearings, and other activities of the House.
