Campos Verdes authorizes consortium to operate municipal lottery services after winning bid with top marks.
The CAMPOSLOTO Consortium has received authorization to begin operating public lottery services in the municipality of Campos Verdes, Goiás. The permit was granted by the municipality on Monday (November 13th), after the group won Public Tender No. 001/2025. The operating period will be ten years.
The winning consortium was formally established as CAMPOSLOTO SPE LTDA, headquartered on Avenida Campos Verdes, in Campos Verdes, a municipality in Goiás state with an estimated population of 4.005 in 2022.
The concession was formalized by Contract No. 082/2025, signed on October 2nd between the municipal government and the company. The document establishes the conditions for offering lottery services to the local population.
The selection process, detailed in Administrative Process No. 6374/2025, followed all legal procedures. The decision to authorize the operations was based on the regularity of the procedures adopted during the bidding process.
CAMPOSLOTO obtained a maximum score of 100 points in the technical evaluation and submitted a proposal for a Fixed Grant of R$ 50, an amount that will be paid to the municipality for the right to operate the services.
Three companies comprise the winning consortium: Five For Five Soluções Inteligentes – Serviços de Assessoria Empresarial Ltda, Divergames Diversões Eletrônicas Ltda ME, and Esmeralda Administração de Loterias Ltda. The submitted documentation was analyzed and approved by the bidding committee.
After the publication of the minutes of the hearing, the legal deadline of five business days passed without any appeals being filed against the consortium's qualification. This allowed the concession process to continue.
The awarding and approval of the acts of the Administrative Process took place on September 29th, preceding the signing of the contract on October 2nd. These steps formalized the conclusion of the bidding process.
