Senate Committee, Justice and Citizenship Committee approves Bill 2234/22 by a vote of 14 to 12.

In a meeting that lasted more than two hours, the Constitution, Justice and Citizenship Committee – CCJ of the Senate approved by 14 votes in favor and 12 against the report of Senator Irajá Silvestre (PSD-TO) on PL 2234/22.
Only the rapporteur and Senator Rogério Carvalho defended the approval of the proposal in their speeches, which was opposed by Senators Eduardo Girão, Magno Malta, Esperidião Amin, Carlos Portinho, Alessandro Vieira, Marcos Rogério, and Plínio Valério Marcos do Val.
Those opposed to the legalization of gambling also had the support of Pastor Silas Malafaia and Representatives Sóstenes Cavalcante, Hélio Negão, and Professor Paulo Fernando, among other social and political actors opposed to the approval of the bill.
Those who attended the meeting witnessed a horror show and demonization of games through biased data, lies, and claims without any proof, presented by those opposed to legal gambling.
The scenario was negative according to the opposition's speeches, but as we stated earlier in the BNLData Report, Senators Davi Alcolumbre and Irajá Silvestre had an ace up their sleeve and guaranteed the votes to approve the matter in the committee.
Bill 2234/22 goes to the Senate plenary.
The proposal will go to the Senate plenary and its scheduling will depend on President Rodrigo Pacheco. Until the vote in the Senate plenary, the bill may receive amendments with suggestions for changes. The new rapporteur will be appointed by the Senate president, but most of the time the parliamentarian designated in the CCJ (Committee on Constitution, Justice and Citizenship) remains in the plenary. In this case, it should be Senator Irajá Silvestre.
If the proposal is approved by the senators in plenary session without changes, Bill 2234/22 will go to the President of the Republic for approval. If there are changes, the matter returns to the Chamber of Deputies, so that the deputies can decide in a single plenary vote whether they agree with the modifications proposed by the senators. Whether they agree or not, Bill 2243/22 goes directly to the President for approval.
After the presidential approval of the law that creates the Regulatory Framework for Gambling in Brazil, the issuance of the regulatory decree will be necessary within a period of up to 12 months.
