ALMG Committee unanimously approves the nomination of Representative Alencar da Silveira Jr. to the TCE-MG (Court of Accounts of Minas Gerais).

On Tuesday (July 15, 2025), the Special Committee approved the favorable opinion on the nomination of the 2nd Secretary of the Legislative Assembly of Minas Gerais (ALMG), Deputy Alencar da Silveira Jr. (PDT), for the position of advisor at the Court of Auditors of the State of Minas Gerais (TCE-MG).
The opinion, authored by Representative Noraldino Júnior (PSB), was unanimously approved by the members of the committee. Now, the nomination of Alencar da Silveira Jr. will be sent to the Plenary for approval by a simple majority of the representatives present.
According to the Internal Regulations of the Legislative Assembly of Minas Gerais (ALMG), the vote on the nomination takes place before the deliberation on proposals. Therefore, the fact that there are other proposals, such as vetoes, blocking the Plenary's agenda, does not prevent the vote from taking place. After approval, the governor will be notified of the fact for the appointment of the new TCE (Court of Accounts) advisor, as also determined by the Internal Regulations.
Alencar da Silveira Jr.'s sole candidacy for the position of council member was formalized by the Plenary of the Legislative Assembly of Minas Gerais (ALMG) on the 10th, when a communication from the Legislative presidency was read informing of the presentation of the parliamentarian's name, through Request 12.678/25.
According to the request, the nominee meets the constitutional and regulatory requirements for eligibility to hold the position, so the nomination can proceed through the ALMG (Legislative Assembly of Minas Gerais).
The approval of the opinion at Tuesday's meeting was preceded by questioning of the candidate. The deputies present highlighted the experience of Alencar da Silveira Jr., who is in his eighth parliamentary term in the Assembly, as one of his greatest credentials for the new position.
Alencar was also praised by several colleagues for his conciliatory nature and the good relationships he built with parliamentarians from various political parties.
"Your Excellency has always been an advisor, an advisor to many deputies in this House," stated Noraldino Júnior, alluding to the next position his colleague will hold, should his name be confirmed by the Assembly Plenary.
Experience and conciliation were words repeated by all the deputies who participated in the meeting and congratulated their colleague on his likely confirmation as a member of the TCE-MG (Court of Accounts of Minas Gerais).
They attended the hearing and congratulated the candidate for 1st Vice-President of the Assembly, Deputy Leninha (PT), and Deputies Sargento Rodrigues (PL), Professor Cleiton (PV), Cássio Soares (PSD), Leleco Pimentel (PT), Hely Tarqüínio (PV), Doctor Wilson Batista (PSD), Leonídio Bouças (PSDB), Bruno Engler (PL), Adalclever Lopes (PSD), João Magalhães (MDB) and Doctor Jean Freire (PT).
At the beginning of the meeting, Alencar da Silveira Jr. summarized his political career, highlighting, among other points, the fact that he was president of the Belo Horizonte City Council in 1994, that he has been on the Board of Directors of the Legislative Assembly of Minas Gerais (ALMG) for 17 years, for five consecutive terms, and that he was a co-founder of the National Union of State Legislators (Unale).
When asked how he intends to conduct his work at the Court of Auditors, the congressman said he wants to balance the institution's oversight and educational functions, prioritizing activities that guide mayors and other managers to perform their work efficiently and within the law. "This experience in conciliation is something I can bring to the Court of Auditors," he stated.
Despite reaffirming his support for the legalization of more traditional games in Brazil, such as the jogo do bicho (animal lottery), Alencar da Silveira Jr. said he has a critical stance towards online betting apps, the so-called "bets": "I'm the first to criticize when you bring a casino, a betting site, or a slot machine into your home."
A journalist and radio broadcaster, the congressman began his political career in 1988, being elected the youngest councilman in the Belo Horizonte City Council during that legislature. He is the president of the Board of Directors of América Futebol Clube and a member of the Minas Gerais and Brazilian Associations of Sports Journalists and the Center of Political Journalists.
Of the seven members of the TCE-MG (Court of Accounts of Minas Gerais), four are chosen by the ALMG (Legislative Assembly of Minas Gerais) and three by the governor. Alencar da Silveira Jr.'s name was put forward for the vacancy created by the retirement of council member José Alves Viana.
The purpose of this body is to exercise external control over municipal and state public accounts. Among its responsibilities are the analysis of the annual accountability reports of the governor and mayors, as well as the oversight of the public budget and the performance of accounting audits in the state and municipal branches of government.
