The request for urgent consideration of Bill 442/91 was removed from the agenda due to lack of quorum.
The proposal aims to increase the tax rate on gross betting revenue from 12% to 24%. The request will go to the Chamber's Board of Directors, and the text could be voted on directly in plenary session.

The Finance and Taxation Committee (CFT) approved Request No. 99/2025, which requests urgent consideration for Bill 5.076/2025, related to online betting in Brazil. The decision took place this Wednesday (22) during a meeting of the committee in the Chamber of Deputies.

Bill 5.076/2025 proposes adjustments to the legislation regulating online betting in the country. The proposal seeks to increase transparency in operations, establish a more balanced tax system, and provide greater legal certainty for companies in the sector. Specifically, the bill aims to raise the tax rate on gross betting revenue from 12% to 24%, according to the versions being discussed by parliamentarians.

One of the main objectives of the project is to avoid overlapping regulatory rules. The initiative aims to harmonize existing regulations with the previously implemented federal regulatory framework, eliminating potential conflicts between different levels of regulation.

The push for approval of the bill is being led by PT (Workers' Party) deputies with the support of the government's economic team. "We can only choose two projects per year to request urgent consideration from President Hugo Motta, and we will vote on them this Wednesday," explained the president of the CFT (Committee on Finance and Taxation), Rogério Correia (PT-MG).

The urgent request will now proceed to the Chamber of Deputies' Board of Directors for analysis. If approved, Bill 5.076/2025 could be voted on directly in plenary, without needing to go through all the House's thematic committees. Parliamentarians from the government's base expect the vote to take place today.

During the panel “The Arena of Numbers: The Betting Market from the Perspective of Businessmen and the Government in Brazil”, held at BiS Brasília, Plínio Jorge Lemos, President of the National Association of Games and Lotteries (ANJL), expressed concern about the impact of a possible adjustment in the taxation of bets: “I think that in addition to the rule change in the middle of the game, which is very worrying, we have to separate the 82 licensed companies into large, medium and small. The large ones, with this increase, will continue to survive. The medium ones will have to work very hard to stay in the market. Now, the small ones, they will survive, okay? Because the impact of these six percent, which is directly from the GGR, has a very large impact on the final revenue of the net profit.”
