Conar publishes circular with rules regarding advertising by sports betting companies.
Changes to Annex “X” of the Advertising Self-Regulation Code broaden the responsibility of advertisers in the sector, focusing on the protection of children and adolescents and curbing illegal websites.

The Content Council of Conar approved this Thursday (August 27th) changes to Annex “X” of the Brazilian Code of Advertising Self-Regulation and a new Self-Regulation Framework for Betting Advertising. The changes broaden the responsibility of advertisers in the sector and establish stricter compliance guidelines, focusing on the protection of vulnerable groups, including children and adolescents.

The new Framework was developed within the Betting Working Group, with the participation of the sector and consultation with the competent authorities. The process also considered hundreds of consumer feedback and previous decisions of the Ethics Council during the validity of the original text of Annex “X”. The main safeguards identified in international references were incorporated into the document.

What changes in betting advertising?

Among the topics covered in the new Framework, the fight against advertising illegal gambling websites is reinforced with the expansion of detection, removal, prevention, and deterrence mechanisms. Warning clauses about the impact of gambling also become more demanding: the mandatory phrases, defined by Ordinance SPA/MF No. 1.964/26, will have greater prominence in advertising materials.

Advertising by digital influencers and affiliates will be subject to stricter controls. The framework provides for the creation of a specific accreditation program for influencers authorized to promote the segment, with monitoring of posts. The topic of social responsibility and responsible gaming was also addressed, with the availability of an updated collection of decisions on appeals deemed irregular.

Protection of children and adolescents

The protection of children and young people receives structured treatment in the new framework, with the creation of a checklist of measures specifically aimed at this group. The restrictions are divided into two main areas:

Content restrictions: these include, for example, limiting the use of elements from the children's and youth universe, especially anthropomorphized animals, which may expose protected groups to gambling advertising. This type of content is restricted to the operators' own channels, which must adopt age gating mechanisms.

Disclosure restrictions: these encompass a set of measures to ensure that the advertisements are intended for adult audiences and to minimize the impact of advertising in this segment on children and adolescents.

Documents and next steps

The full text of the new Annex “X”, the Content Council Resolution No. 01/2026, the Self-Regulation Framework for Betting Advertising and the Child and Adolescent Protection Checklist will be released this Friday (August 28).

The approval meeting was attended by the president of CONAR, Eduardo Simon, who also chairs the Content Council, and council members Adriana Machado, Daniel Arbix, Débora Dalcin Rodrigues, Fabiana Soriano, Felipe Simi, Fernanda Esperança, Manzar Feres, Mariângela Sampaio, Marina Morello, Nelcina Tropardi, Rodolfo Fernandes de Souza Salema, and Sergio Pompilio. Representing CONAR's technical staff were the executive vice-president Juliana Albuquerque and the director of Procedural Monitoring and Coordination of the Ethics Council, Vitor Hugo do Amaral Ferreira. The full extent of the changes and the details of the guidelines can only be assessed after the documents are published.
