Congress analyzes bills on betting and gambling, focusing on changes in the distribution of resources.
The National Congress has several bills related to the betting, gaming and lottery sector on its agenda this week. The agenda, distributed this Monday (3) by the consulting firm DOMINIUM , which provides consulting services to the National Association of Games and Lotteries – ANJL, includes votes in the plenary of the Chamber of Deputies and analyses in thematic committees in both the Chamber and the Federal Senate.
Among the proposals under discussion is Bill 4331/25, which will be voted on today starting at 18 PM in the Chamber's Plenary. The text proposes a new distribution of resources collected from fixed-odds betting, increasing the percentage allocated to public safety.
Changes in the distribution of betting resources
Bill 4331/25 , authored by Representative Yury do Paredão (MDB-CE) and reported by Captain Augusto (PL-SP), does not alter the percentages allocated to prizes nor the taxation of betting operators. The proposal reorganizes the distribution of resources, increasing the amount directed to public security from 13,60% to 31,60%.
In the new configuration, 12% would be allocated to state and district public security funds and 6% to state and district prison funds. Currently, 12,60% is directed to the National Public Security Fund and 1% to the Integrated Border Monitoring System.
To make this increase possible, the project reduces the percentages allocated to sports from 36% to 25%, with the Ministry of Sports receiving 11,20% instead of the current 22,20%. The tourism sector would also see a reduction, from 28% to 19,5%, with the Ministry of Tourism receiving 13,90% instead of the current 22,40%.
The proposal also includes the Brazilian Intelligence Agency (ABIN) in the distribution of resources, with the right to 1,50% of the revenue from fixed-odds betting and online games.
The bill is included in the package of projects aimed at public safety that had their urgency approved by the Chamber of Deputies last Tuesday (30). The deputies unanimously approved, in a symbolic vote, the urgent processing of eight bills dealing with the subject.
The Speaker of the House, Hugo Motta (Republicans), said that the proposals represent a consensus among the 27 secretaries of the National Council of Public Security Secretaries.
Other projects under review
This Tuesday (4), at 10 am, the Senate Economic Affairs Committee will analyze PL 5473/25 , which proposes doubling the Union's share in the net revenue from fixed-odds betting and online games, from 12% to 24%. The project, authored by Senator Renan Calheiros (MDB-AL) and reported by Eduardo Braga (MDB-AM), foresees that the increase will be gradually divided between states and municipalities between 2026 and 2028.
On the same day, at 10:30 am, the Finance and Taxation Committee of the Chamber will analyze PLP 182/25 , which establishes the joint liability of third parties for the collection of taxes on fixed-odds betting. The bill was authored by Representative José Guimarães (PT-CE) and has Mauro Benevides Filho (PDT-CE) as rapporteur.
Also on Wednesday, the Consumer Protection Committee will deliberate on an amendment to a Public Hearing to address proposals on fixed-odds betting, focusing on Bills 2663/25, 4020/25 and 2269/25. On the agenda is Bill 2464/25 , by Representative Cleber Verde (MDB-MA), which proposes the regulation and limitation of deposits on online betting platforms.
At 13 PM, the Sports Committee will analyze Bill 3388/25 , authored by Captain Augusto (PL-SP) and reported by Deputy Caio Vianna (PSD-RJ), which seeks to include equestrian events as subject to fixed-odds betting. The text establishes that "All rodeo and equestrian events recognized by national sports entities or federations may be subject to fixed-odds betting as real sporting events, except for categories that fall under the prohibition contained herein."
Furthermore, the bill proposes amending Law 14.790/23 to prohibit betting on sporting events involving youth categories or exclusively underage athletes in any sport.
To conclude the agenda, at 15 pm, the Chamber's Communication Committee will examine Bill 4044/25 , which establishes the Legal Framework for Combating the Illegal Gambling and Betting Market. The bill was authored by Representatives Paulo Litro (PSD-PR), Raimundo Santos (PSD-PA), and Merlong Solano (PT-PI), with Representative Paulo Bilynskyj (PL-SP) as rapporteur.
