Congress extends deadline for amendments to the Betting Provisional Measure until October 13.

The Board of Directors of the National Congress extended until October 13 the deadline for submitting amendments to Provisional Measure No. 1.394/2026, which prohibits the operation, offering, intermediation, and advertising of fixed-odds betting in the country. To date, 40 amendments have been submitted to the text.
The original deadline, six days from the publication of the Provisional Measure in the Official Gazette of the Union on September 25, would have expired on October 1. The decision was recorded in the processing of the matter on that same day, by order of the Presidency of the Board of Congress.
The decision is based on the Internal Regulations of the Federal Senate, applied subsidiarily to the Common Regulations, and on the principle of full and equal participation of parliamentarians in legislative activities. Therefore, the deadline is extended to six days after the general elections, ending on the next business day, October 13th. Amendments can be submitted through the system until 23:59 PM on that date.
What do the amendments propose?
The amendments already available on the Provisional Measure's website show that parliamentarians are acting in two directions: one group is trying to reduce the scope of the prohibition, while another is toughening the text or redirecting resources.
⇒ Pedro Aihara (PP-MG) proposes restricting the ban to slot games. The congressman withdrew amendment no. 12 and resubmitted the proposal as amendment no. 14.
⇒ Jorge Kajuru (PSB-GO) presented three amendments: restitution only of the amount corresponding to the remaining term, creation of a centralized module of responsible gaming information integrated into Sigap, and inclusion of the "tigrinho game" in the prohibition.
⇒ Alessandro Vieira (MDB-SE) is the author of seven amendments, which deal with sanctioning processes, the Central Bank's deadline, the oversight committee, the banks' responsibility in asset freezes, crimes of exploitation and disclosure, the allocation of fines to the National Health Fund, and data from the Ministry of Health.
⇒ Marcos Braz (PSDB-RJ) presented five amendments, including a new wording for Article 1 of the Provisional Measure and a ban on gambling by beneficiaries of federal income transfer programs, such as Bolsa Família.
⇒ Bruno Ganem (Pode-SP) wants to allocate tax revenue, fines, and penalties from illegal gambling to the Ministry of Health for SUS (Brazilian public healthcare system) initiatives focused on gambling addiction.
⇒ Beto Preto (PSD-PR) filed five amendments and Julio Lopes (PP-RJ) , two. Astronaut Marcos Pontes (PL-SP) and Felipe Francischini (Pode-PR) each submitted one.
