Daniela Olimpio de Oliveira has left her position as head of the Authorization Sub-Secretariat of the Prizes and Betting Secretariat (SPA) of the Ministry of Finance. Her resignation, at her own request, was published in the Official Gazette of the Union this Thursday (August 6th) and is retroactive to August 1st, 2026.

In her role since February 21, 2024, Daniela was responsible for coordinating, guiding, and supervising the administrative authorization processes for private companies to operate in the fixed-odds betting market, as well as lotteries and online games in Brazil. She therefore worked during one of the most intense periods of regulatory structuring for this sector in the country.

Who will assume the position of Undersecretary of Authorization?

Fernanda Villela Oliveira has been appointed to the position. She previously held the General Coordination of Commercial Promotions Oversight role and will remain linked to the Ministry of Finance in her new position. The appointment was signed by the Minister of State of the Civil House of the Presidency of the Republic, Miriam Belchior.

The profile of those who left.

Daniela holds a doctorate in Law and Sociology from the Federal Fluminense University, a master's degree in Law, and a post-doctorate in Philosophy, as well as a post-doctorate in Economic History from the University of São Paulo. Upon completing one year as head of the sub-secretariat, she shared on her social media the significance of her time in the position: “Experiencing economic policy, from a regulatory perspective, within a market that drives new patterns of behavior and consumption, is a watershed moment in my career. We are managing processes and dedicating ourselves to the art of technique and the integrity of due process. Our role is one of diligence. We are setting a precedent!”

In the same publication, she affirmed the identity dimension of her trajectory in the Public Treasury: “There are many lessons and achievements, as well as my feminist and Black, diverse and plural mark on this structure of historical and economic tradition that is the Public Treasury.”

The sub-secretariat that Daniela helped structure since its creation is now facing a leadership transition amidst the ongoing licensing process for betting operators in Brazil, with Fernanda Villela taking over the area without an announced date for the completion of this regulatory cycle.
