Deputies approve the creation of the Roraima State Lottery - Loterr
The bill was authored by the president of the Legislative Assembly of Roraima, Representative Soldado Sampaio (PCdoB).

Deputies of the Legislative Assembly of the State of Roraima approved this Thursday afternoon (30), during an extraordinary session in the Deputy Noêmia Bastos Amazonas Plenary, Bill No. 348/2021, which creates the State Lottery public service in Roraima (Loterr), intended to generate resources to finance socially relevant activities related to the promotion of social security, public security, sports and incentives for the development of the State.

The bill was authored by the president of the Legislative Assembly of Roraima, Representative Soldado Sampaio (PCdoB). In the justification for the bill, the legislator highlights that the STF (Supreme Federal Court) broke the Union's monopoly on the operation of lottery games. The decision allows states to also operate this type of service as a source of alternative resources for the federated entities, especially those facing financial difficulties.

“With the creation of the State Lottery, we have the possibility of expanding operations and investments made both in incentivizing the primary sector and in promoting the industrial development of the State. It will also allow us to apply part of the resources to sports initiatives and the modernization of security forces,” said Soldier Sampaio.

According to the project, the Executive Branch may provide, directly or indirectly, as per article 175 of the Federal Constitution, the services inherent to the State Lottery, through a concession preceded by a public bidding process. States such as Paraná, Maranhão, Rio de Janeiro, Minas Gerais, and Amazonas already have legislation regarding public lottery services.

Allocation of resources

If the bill is approved by the Executive branch, 40% of the funds raised through bets or the sale of lottery tickets, whether physical or virtual, will be allocated to prize payments and the collection of income tax levied on the prize money, and 39% will cover the operating costs and maintenance of the Loterr operator.

10,2% will be allocated to the State Social Assistance Fund; 4,2% to the State Sports Incentive Fund; 3% to the Industrial Development Fund of the State of Roraima; 1,2% to the Economic and Social Development Fund of the State of Roraima; 0,6% to the Fire Department Re-equipment Fund; 0,6% to the Civil Police Modernization, Maintenance and Development Fund; 0,6% to the Military Police Re-equipment and Improvement Fund; and 0,6% to the State Public Security Fund.
