Dodmax Tecnologia is called upon to participate in Lotesul's proof of concept after three rejections.

The State Finance Department summoned Dodmax Tecnologia S/A for the proof of concept of the Lotesul electronic auction. The session took place this Tuesday (7), in Campo Grande. The company based in the capital of Mato Grosso do Sul is the only remaining interested party in operating the state lottery after the elimination of three competitors.
Dodmax submitted a proposal to transfer 31% of its gross revenue to the State Government. This percentage exceeds the 30,99% established as the initial bid in the first round. The estimated annual revenue in the tender is R$ 51.474.339,31. The 31% transfer would represent R$ 15.957.045,19 to the state coffers. The official announcement will be published in the State Official Gazette.
The company was founded in 2024 by lawyer, businessman, and cattle rancher Mauro Luiz Barbosa Dodero and operates from an address on Avenida Hiroshima, in Carandá Bosque, where his law office, also bearing his surname, is located. With a share capital of R$ 80, the company specializes in computer systems development, as described in its CNPJ (National Registry of Legal Entities). Dodero owns or is a partner in other companies in the state, in areas such as vehicle rental and event organization. The businessman also belongs to the board of directors of Acrissul (Association of Breeders of Mato Grosso do Sul).
The proof of concept is a crucial stage in the bidding process conducted by the State Finance Department (Sefaz). The department's technical team presents specific requirements from the tender. The bidding company must demonstrate the technical capacity to execute them. Three companies were eliminated at this stage in recent weeks.
Lottopro Jogos de Apostas e Gestão de Lotéricas Ltda. was disqualified. The company already operates in the sector in the states of Paraná, Maranhão, Paraíba, Tocantins, Rio de Janeiro, and Mato Grosso. Prohards Comércio, Desenvolvimento e Serviços em Tecnologia da Informação Ltda. also failed. The company belongs to the Baungartner family, a traditional name in the Brazilian gaming market. Idea Maker Meios de Pagamento e Consultoria Ltda. completed the list of eliminated companies. This São Paulo-based company develops an application for purchasing lottery tickets and already operates in Mato Grosso do Sul.
History of the bidding process
The bidding process was reopened in January 2026 after two suspensions. Five companies participated in the bidding that same month. The competition was for the highest percentage of gross revenue transferred to the State.
Lottopro Jogos de Apostas e Gestão de Lotéricas Ltda. submitted the best initial proposal. The company offered a 43,36% share. This amount would be equivalent to approximately R$ 22 million for the State Government.
SEL rejected Lottopro's proposal in February. The evaluation committee identified a breach of an item in the tender document. The document establishes as an obligation for the bidder to provide "all software licenses, the necessary technological infrastructure, and hardware and connectivity resources ".
Representatives from the company were questioned about the electronic vault during the technical analysis. The platform is intended for the State to receive its share of lottery profits. Lottopro reported that it does not currently have the electronic vault functionality. The company stated that it is able to implement it later.
The evaluation committee decided to reject the bid at the end of the session. SEL called for a new round of the electronic auction to continue the process.
Prohards qualified for the second round. The company had submitted the second-best proposal in the previous stage. The company failed the proof of concept in March. The secretariat called for the third session of the bidding process.
Dodmax Tecnologia S/A became the only remaining company in the bidding process after successive rejections. The bidding process to select the operator of Lotesul has no set end date. The winner will be the company offering the highest transfer fee and demonstrating technical capacity. Companies that failed the practical exams may appeal after the participant qualification phase, which includes the formal submission of proposals and testing of the platforms created for the lottery's operation.
The winner will be responsible for a platform that will centralize and validate all sales operations, identification, prize payments, variable grant payments, and taxes for the state lottery.
