In a test, the São Paulo Lottery debuts with a '.bet' address.
The São Paulo State Lottery launched its operations under the domain “ dasorteloteria.bet ”, offering instant lottery games since July 1st. Bets are placed through an app, currently available only for Android devices.
The lottery is managed by the SP Loterias Consortium, formed by the American companies Scientific Games and Brightstar Lottery, the lottery arm of IGT (International Game Technology), the world's largest manufacturer of slot machines and a company listed on the New York Stock Exchange.
According to a report by Folha de S.Paulo, the consortium paid R$ 526 million for the concession in an auction held by the government of Tarcísio de Freitas (Republicanos), in a 15-year contract published in the Official Gazette in January 2026. This amount represented a premium of 102% over the minimum grant of R$ 260,7 million. The contract also stipulates an investment of R$ 333 million in the project.
Revenue projection
The São Paulo state government estimates it will collect R$ 3,4 billion over the course of the contract, with a 35% tax rate on the net revenue from the operation. This calculation is made after deducting premiums paid, income tax levied on the awards, and social security contributions.
The revenue obtained from the concession will be allocated to the bidding process for two hospitals: one in Itapetininga, 392 kilometers from the capital, and another in Birigui, 518 kilometers away. By federal law, public funds obtained from bets must be directed towards combating social vulnerability.
Dá Sorte claims that all its products have undergone certification and approval by ARSESP (São Paulo State Public Services Regulatory Agency), which is responsible for overseeing its operation. The online games, designed like casino games, are classified as instant lotteries. According to the company, the platform "offers, on average, a 60% return to players."
Following the publication of the original report by Folha de S.Paulo, ARSESP notified the concessionaire about the use of the expression “.bet” in the website domain, as it refers to a type of gambling prohibited under the concession contract. “We have established guidelines for responsible gambling, protection of children and adolescents, and communication compatible with the public nature of the operation, differentiating the São Paulo lottery from private betting platforms known as bets ,” the agency stated in a note. ARSESP also affirmed that “the contract prohibits modalities not regulated by law, such as bingo, casinos, slot machines, and the jogo do bicho (illegal lottery).”
The São Paulo state government reported that the lottery is still in the testing phase, although any user with an Android device can already place bets via Pix.
Physical expansion and access rules
Dá Sorte is authorized to operate 31 physical gaming locations. The company plans to begin offering physical games in November, with the installation of Keno machines, a popular digital game in casinos with instant number draws, in partner establishments. The lottery's first own store is expected to open by March 2027. "Throughout the implementation of the concession, new products will be incorporated, such as numerical lotteries and in-person games with draws, in addition to the gradual expansion of the physical network until reaching 31 own stores and more than 11 points of sale throughout the state," Dá Sorte stated in a press release.
Physical points of sale must be at least 300 meters away from daycare centers and elementary schools. Access by minors is prohibited. In the online environment, registration requires facial recognition and document submission, and each user can only maintain one account. The games are available exclusively to users located in the state of São Paulo; the use of VPN to bypass geolocation may result in account blocking.
As a state regulatory requirement, users can set limits on the amount wagered per day, week, or month. However, São Paulo's regulations do not mandate setting a time limit on the platform, unlike federal legislation. Nor are there any objective restrictions on advertising the state lottery, such as the federal requirement to include responsible gambling warnings in advertisements and the prohibition of promises of quick wins.
Auction history
The SP Loterias Consortium came in second place in the auction held on November 1, 2024. The original winner, the Aposta Vencedora Consortium, had as its CEO Alexandre Manoel da Silva, former secretary in the Bolsonaro government responsible for the lottery area. Silva had offered R$ 600 million for the concession, but did not make the payment even after two deadline extensions granted by the São Paulo state government.
On May 7, 2025, the Secretariat for Investment Partnerships disqualified the Winning Bet Consortium and called for the opening of the envelopes only with the second-placed bidder. The two groups were the only participants in the bidding process.
The payment of R$ 526 million was confirmed in January 2026. São Paulo did not have its own state lottery before this process; a previous attempt, carried out during the administration of João Doria (former PSDB) in 2021, was blocked by the State Court of Auditors.
The same companies from the SP Loterias Consortium also won a bid in Minas Gerais, for which they paid R$ 5 billion, including the variable grant, for the concession to operate the Minas Gerais lottery system for the next 20 years.
