Company with the best offer is disqualified in Lotesul bidding process due to a technical error.

LottoPro Jogos de Apostas e Gestão de Lotéricas Ltda was rejected in the Proof of Concept (PoC) of the tender for operating the Lotesul platform. The decision was published in the State Official Gazette this Wednesday (11). The São Paulo-based company had submitted the proposal with the highest percentage of revenue to be passed on to the government, 43,36% of gross revenue.
The disqualification occurred because the company lacked the functionality to connect its electronic safe system to the state administration's server, a technical requirement considered essential in the bidding process.
The Secretariat is calling on companies to continue the process.
The State Secretariat of Administration (SAD) summoned the participating companies for the continuation of the bidding process, scheduled for 9:30 am this Friday (13). The tender projected a revenue of R$ 51,4 million for the operation of the service and established a minimum transfer of 14,33% to public coffers.
The Proof of Concept, the second stage of the bidding process, was held on Monday morning (9) at the facilities of the Executive Secretariat for Digital Transformation (Setdig), in Campo Grande. During the demonstration, LottoPro presented its virtual environment that concentrates data such as customer name, CPF, email, balance and transaction records.
When questioned about the electronic safe system, the company representative stated that they possessed all the necessary data, but admitted that they lacked the functionality to connect to the government server. This absence contradicts the specifications of the technical guidelines for the exam.
"Therefore, we understand that the aforementioned requirement was not met prior to the start of the PoC demonstration, resulting in automatic disapproval," the evaluation committee stated in the official document.
The initial bidding process, held on January 23rd, included the participation of three other companies besides LottoPro. The competitors offered bids for revenue sharing between 30,99% and 36,11% of gross revenue. The names of the other participants were not officially released, but the company Dodmax attended the event in the Setdig auditorium.
The Lotesul platform will centralize and validate all operations related to the state lottery, including sales, bettor identification, prize payments, variable grant transfers, and tax collection. The news outlet attempted to contact LottoPro for comment on the disqualification, but received no response.
