After 2 attempts in 2025, Lotesul's bidding process is rescheduled for the 23rd.
LottoPro offered to transfer 43,36% of its gross revenue to the government of Mato Grosso do Sul, but failed to demonstrate a connection to the state system during a technical test conducted in Campo Grande.

LottoPro Jogos de Apostas e Gestão de Lotéricas Ltda, the company that offered the highest percentage of revenue to the South Mato Grosso government in the Lotesul bidding process, faces the risk of disqualification. During the Proof of Concept held this Monday (9) in Campo Grande, the company did not demonstrate the functionality to connect its system to the state electronic vault, a mandatory requirement of the tender. The company proposed to transfer 43,36% of gross revenue to the state, a value significantly higher than the minimum required of 14,33%.

The problem arose when LottoPro, during the technical demonstration, failed to present the specific functionality for connecting to the state government's electronic vault server. This mechanism is considered essential for auditing lottery operations, as established in the bidding rules, reveals a report by Campo Grande News.

The requirement for an electronic safe is a fundamental element of the process. According to the guidelines of the technical assessment, the system must securely receive files from the operators' electronic safes and save folders and files generated daily, at hourly intervals.

The Proof of Concept, which represents the second phase of the bidding process, took place at the Executive Secretariat for Digital Transformation (Setdig) in Campo Grande. The test was completed at 9:53 am for subsequent analysis by a specialized committee.

Based in São Paulo (SP), LottoPro presented during the demonstration its virtual environment that centralizes information such as customer name (identified with email, CPF, balance, actions), deposits, withdrawals, prize payments and daily cash flow.

The demonstration took place with the presence of public servants, a representative from Dodmax Tecnologia S/A (a competing company), and an employee from the 4th Notary Office, responsible for preparing a statement of findings.

The Lotesul tender estimates a projected revenue of R$ 51.474.339,31 for the operation of the service. The platform will be responsible for centralizing and validating all sales operations, identification, prize payments, variable grant payments, and taxes.

According to the rules of the technical assessment, any company that does not meet all the requested requirements will be disqualified. However, there is still no official decision regarding LottoPro's continued participation in the competition.

Auctioneer Maria Julieta Grance Martines reported that the bidding process was closed for technical analysis, which will be carried out by a commission from the State Finance Secretariat (Sefaz) and Setdig. "The continuation of the process will be published in the State Official Gazette, along with the decisions made," she stated.

LottoPro was established on September 3, 2024, with a share capital of R$ 20 million and five partners. Currently, the company operates municipal lotteries in eight Brazilian cities, including municipalities in the states of Piauí (PI), São Paulo (SP), Bahia (BA), Rio de Janeiro, and Maranhão.

Attorney Diego Delduque de Souza Ribeiro, from the company's legal department, commented on the incident: “LottoPro has an incredibly qualified technical team capable of managing any lottery in the country. It's a large company. However, today, even though we demonstrated part of the management platform, we were informed that a prior request for access to the State's electronic vault should have been made. Our understanding differs from this, but we will resolve it within the next few days, because it is a highly qualified company.”
