Experts discuss municipal lotteries at seminar on revenue recovery in Rio.

Rio de Janeiro will host, starting this Monday (15), the VI Seminar on Innovations and Tools for the Recovery of Collection and Alternative Revenues (Sifra). The event will take place at the Prodigy Santos Dumont until September 17, with a face-to-face format and online transmission, bringing together experts in municipal financial management.

The Municipolis Institute, an entity founded by Ricardo Almeida, organizes the seminar. Almeida serves as a prosecutor for the Municipality of Rio de Janeiro and legal advisor to the Brazilian Association of Finance Secretariats of Capital Cities (Abrasf). Sifra presents solutions for the financial, fiscal, and tax management of Brazilian public entities, with a focus on municipalities.

This Monday, at 17:40 PM, the event will host Panel 10 on "Municipal Lotteries," which will discuss the creation of these mechanisms considering the Supreme Federal Court's decisions in ADPFs 492 and 493. The debate will analyze the limits, possibilities, and expertise in lottery management at the municipal level.

Two experts will participate in the panel: Paulo Horn, founding partner of Paiva & Horn Advogados Associados and President of the Lottery Games Commission of the OAB/RJ (Brazilian Bar Association, Rio de Janeiro chapter), and Aurílio Caiado, Secretary of Finance of Campinas and PhD in Economic Sciences from the Institute of Economics at Unicamp (University of Campinas).

The panel will address the implementation of municipal lotteries, a topic that has gained relevance following recent decisions by the Supreme Federal Court in the Arguments of Non-Compliance with Fundamental Precept 492 and 493, which directly affect the possibility of Brazilian municipalities creating these mechanisms.
