The Prizes and Betting Secretariat includes a review of Caixa's regulations on its 2026-2027 agenda and paves the way for ANEL's proposal.

The Secretariat for Prizes and Betting of the Ministry of Finance (SPA/MF) confirmed that it will include in its Regulatory Agenda, for the 2026-2027 biennium, the revision of the rules governing lotteries operated by Caixa Econômica Federal. This decision paves the way for a proposal to modernize the Federal Lottery, submitted by the National Association of Lottery Entrepreneurs (ANEL), to be formally considered by the regulatory body.

The response came via SEI Information Note No. 2404/2026/MF, signed by the General Coordinator of Regulation, Leandro Lucchesi, in response to ANEL Official Letter No. 048/2026. The entity had sent, on Monday (May 20), an Institutional Proposal for the Modernization of the Federal Lottery, asking the Ministry of Finance to evaluate the replacement of the printed physical ticket with electronic registration via Lottery Financial Terminal (TFL).

What ANEL proposes

In the document, the association advocates for the elimination of three mechanisms that, according to them, have rigidified the operation of the Federal Lottery over the years: the mandatory quota system, the rigid fractionation of tickets, and the unsold units that remain unsold. In place of this model, ANEL proposes a system with a digital betting slip allowing free selection of five-digit numbers, bets with values ranging from R$ 5,00 to R$ 500,00, and prizes calculated using fixed multipliers proportional to the amount wagered. For actuarial control purposes, prevention of illegal activities, and responsible gaming, the proposal stipulates a maximum limit of R$ 500,00 per individual bet.

ANEL's main argument is that the Federal Lottery has become an anachronism within Caixa's own portfolio; it is the only modality that still depends on physical printed support. This model, as pointed out by the entity, generates low logistical traceability, prevents presence in digital channels, and financially harms lottery units that are left with unsold tickets.

Regulatory agenda as the next step

The SPA/MF did not comment on the merits of the proposal, but indicated that the appropriate regulatory process to address it is already in place. The regulatory coordination stated that the review of CEF's lottery rules is part of the secretariat's Regulatory Agenda for 2026-2027, which places ANEL's proposal within a formal analysis cycle.

The secretariat also made itself available, “at any time,” to further discuss the proposal with the entity. This statement is included in the information note signed by Lucchesi, who led the technical response to the association's request. The forwarding letter was signed by Lilia Alves, chief of staff of SPA/MF.

What remains undefined is at what point in the 2026-2027 period the review of the regulations will be completed, nor whether ANEL's proposal will be incorporated in whole or in part into the new regulatory framework. Inclusion on the agenda guarantees formal consideration, but does not anticipate the outcome of the process.
