The initiative had already been advocated since the election of the entity's new board as part of the strategies to guarantee the sustainability of the lottery sector in Brazil.

The president of the Brazilian Federation of Lottery Companies (Febralot), Ricardo Amado Costa, released a statement this Monday (14) informing about the opening of the lottery network counter, which will allow more commercial autonomy for entrepreneurs, generating new business opportunities, growth and revenue. The initiative had already been defended since the election of the entity's new board as part of the strategies to guarantee the sustainability of the lottery sector in Brazil.

The measure authorized by Caixa allows lottery outlets to sell products beyond those traditionally offered by the financial institution. Lottery business owners will be able to diversify their revenue streams in an increasingly competitive market, facing challenges such as intensified competition from regulated products and the slow pace of updating the portfolio offered by Caixa.

“What we’ve always dreamed of is becoming a reality: commercial freedom in lottery outlets has truly begun. CAIXA has just authorized, in a direct and simplified manner, the carrying out of other commercial activities in the same space as the lottery outlet — without the need for prior authorization,” stated Costa.

The president of the federation highlighted the significance of the change for the sector. “I think this change is historic and represents more autonomy, more revenue opportunities, and more strength for our business. CAIXA published an official list of previously authorized activities, eliminating bureaucracy and taking the first step towards a new lottery model: more versatile, more sustainable, and more aligned with the needs of the community,” he said.

Among the newly authorized business opportunities are the sale of bus tickets, stationery services, grocery stores, Jequiti product representation, and pharmacies. Establishments may also function as collection points for the Post Office, supermarkets, and construction material stores. The federation is also considering the inclusion of other products such as state lottery games, capitalization bonds, and high-demand publishing products like sticker albums, emphasizing that it only advocates for the inclusion of products that have legal authorization to operate in the Brazilian market.

To implement activities outside the pre-approved list, business owners must open a request in the Partner Connection system for analysis by GERLO/Caixa Loterias. “It’s freedom with responsibility. By communicating the new CNAE (National Classification of Economic Activities), it will be okay to implement. Start planning now. Analyze which of these activities make sense for your reality, think about local partnerships, and prepare your team for this new phase,” stated Costa.

The live stream will address practical aspects of the new flexibility, including activities already authorized by Caixa, how to implement new operations, and a step-by-step guide to registering the new CNAE (National Classification of Economic Activities). The event will also discuss revenue opportunities and potential partnerships for entrepreneurs in the sector.

The session will include a live Q&A with Febralot's board of directors, allowing entrepreneurs to clarify specific questions about new business opportunities.

Furthermore, Febralot advocates for the full digital inclusion of business owners in the sector, guaranteeing access to digital platforms, products, services, and technological tools currently available only within Caixa's environment. This modernization is considered essential for the competitiveness of lottery outlets in the context of digital transformation. Febralot's initial strategy involves negotiations with Caixa for the bank to voluntarily authorize the expansion of its portfolio. The organization emphasizes the importance of unity within the lottery sector, working collectively to demonstrate its representativeness on the national stage.

The Lottery Network, as the network of lottery outlets in Brazil is known, has more than 13 points of sale distributed throughout the country. This reach makes the network attractive to companies seeking efficient distribution channels.

The goal of the proposals advocated by Ricardo Amado Costa is to strengthen the Brazilian lottery network, generating new sources of revenue and ensuring economic viability for entrepreneurs who are facing difficulties in balancing their accounts.
