The government of Rio Grande do Sul has launched a project to grant concessions for lotteries in the state and opened a public consultation on the subject.

The Government of Rio Grande do Sul launched, this Tuesday (December 16th), the project for the concession of lottery services in the State, and also opened the public consultation period on the matter. The information was published in the Official Gazette . The project includes fixed-odds betting, prediction lottery, instant lottery and traditional lottery, as well as other modalities that may be authorized by federal legislation. The total estimated value of private investment is R$ 52,6 million, with a term of twenty years.
Under the concession agreement, lottery products may be sold through physical and digital channels, and it will be up to the concessionaire to define the strategy and location of the points of sale, as well as the marketing strategy.
In turn, the state government is preparing regulations that will mandate the development, implementation, and maintenance of a Responsible Gaming Plan by lottery concessionaires. The document will include, among other measures, the adoption of self-monitoring tools for gamblers and the publication of educational information and warnings about the risks of compulsive gambling, as well as a ban on betting for minors and vulnerable individuals.
The public consultation period, to receive suggestions and comments, will last 44 days. The publication of the tender with the final version of the project is scheduled for April 2026. Therefore, the contract signing could take place next year, after the auction.
