Government formalizes Potiguar Lottery Committee to oversee operation.

Three state secretariats in Rio Grande do Norte formalized, on Saturday (June 20th), the composition of the State Lottery Committee, designating full and alternate members for the body created to oversee the operation of Loto Potiguar. Interadministrative Resolution No. 2/2026, signed by the heads of the State Secretariat of Finance (SEFAZ), the State Attorney General's Office (PGE), and the State Secretariat of Public Security and Social Defense (SESED), was published in the State Official Gazette.
The committee is advisory in nature and was established by State Decree No. 35.141, of December 3, 2025, issued by Governor Fátima Bezerra. It derives from State Law No. 12.217, of June 24, 2025, which created the Rio Grande do Norte State Lottery – Loto Potiguar. The appointment of members represents the operational stage of the collegiate body, which had been awaiting the formal nomination of institutional representatives since December.
Composition and presidency
The board comprises seven members and their respective alternates, distributed among ex officio members of the Lottery Coordination of the State of Rio Grande do Norte (COLTERN) and representatives of the three signatory secretariats. The presidency will be held by the Coordinator of COLTERN, Jucielly Lima Ivo, with Joilma Toscano Dantas de Azevedo as her alternate, who also holds the position of sub-coordinator of Norms and Processes.
The Monitoring and Inspection sub-coordination will be represented by José Rinaldo Fiuza Lima, with Geraldo Marcelo Cabral de Souza as alternate. For SEFAZ (State Finance Secretariat), the head is Lúcio Flávio Melo Ribeiro and the alternate is Cristianne Diniz Barreto de Paiva. The PGE (State Attorney General's Office) indicated José Duarte Santana as head and Ênio Pacheco Lins as alternate.
SESED has two distinct representatives; for the Civil Police, Karla Viviane Sousa Rego is the head and Fábio Augusto de Castro Cavalcanti Montanha Leite is the alternate; for the Military Police, Eduardo Queiroga e Silva Palácio holds the head position, with Ismael Souto Gadelha as the alternate.
Responsibilities and operating rules
The resolution reiterates a prohibition already established in the decree creating the membership; during their term, no member may practice law or provide consulting services related to defending interests in lottery activities. The act also regulates cumulative voting, which allows a member who holds both the positions of principal and alternate member to cast two separate votes when filling in for another principal member.
According to the decree, the committee will meet ordinarily every quarter and extraordinarily whenever convened by the president or at the request of a majority of its members. Among the committee's responsibilities are monitoring the operation of lottery activities, proposing improvements to regulations, recommending actions to combat illegal gambling, and promoting coordination with control and security agencies. The Coordinator of COLTERN may also consult the committee on questions regarding the interpretation of applicable legislation and on requests for permits or accreditation of operators.
Administrative support for the collegiate body's operation will be provided by COLTERN itself, which will be responsible for recording the meetings and monitoring the progress of actions resulting from the recommendations issued. The resolution came into effect on the date of its publication, with the signatures of the Secretary of Finance, Álvaro Luiz Bezerra; the Attorney General of the State, Antenor Roberto Soares de Medeiros; and the Secretary of Public Security, Francisco Canindé de Araújo Silva.
