Guilherme Boulos wants to ban betting in Brazil and create filters for children online.

The Minister of the General Secretariat of the Presidency of the Republic, Guilherme Boulos, participated in the program “Bom Dia, Ministro” this Tuesday (17). He defended the regulation of the digital environment aimed at protecting children and adolescents. Boulos also expressed opposition to online betting platforms in Brazil ( watch here ).

Regulations to protect minors in the digital environment were a central theme of the minister's participation. He stated that the lack of controls on social media generates harmful consequences for families in the country. The minister cited as examples the prolonged use of platforms and exposure to content that can create addiction in younger users.

Boulos emphasized the importance of establishing protective barriers for children and young people. Among the necessary measures, he mentioned setting limits on daily social media usage. The minister also highlighted the need to implement filters that restrict minors' access to certain types of content available on digital platforms.

"The Digital ECA (Statute of Children and Adolescents) will now put more filters in place for children and adolescents. And is that correct? I have two teenage daughters. Look, if there's no kind of control, you have to have a filter. Time spent using it per day, right? The endless feed that the regulation has now removed is addictive. That generates an addiction mechanism. It's not a figure of speech, it's addiction itself," declared the minister.

The head of the General Secretariat of the Presidency specifically addressed the functioning of the " infinite feed " on social media. This mechanism has been the subject of recent regulatory changes. Boulos characterized this feature as generating dependence among users. He emphasized that this is not a figurative comparison, but a real process of addiction.

Online betting platforms have been the target of criticism from Boulos. He specifically referred to " bets " and the "tiger game." The minister assessed that these activities cause financial harm to Brazilian families. He expressed his personal opinion in favor of prohibiting this type of betting.

The minister acknowledged that the online betting sector has undergone a regulatory process in Brazil. He assessed that the experience with this regulation has produced negative results. Boulos stated that online betting is causing the destruction of family units. He said that these platforms compromise the budgets of working families in the country.

“As for betting . Yes. The Little Tiger game. Let me tell you something, for me it should be banned, okay? For me, the Little Tiger Bet game should be banned in Brazil, because I think it's fine, they did the regulation because it already existed. Okay, we did the test and it was tragic. It's destroying families, it's draining the money of working families,” Boulos stated.

Criticizes the policies of sports betting platforms and online gaming.

Political analysts note that the political core formed by ministers Guilherme Boulos (General Secretariat of the Government) and Gleisi Hoffmann (Secretariat of Institutional Relations), guided by Sidônio Palmeira (Secretariat of Social Communication) and his opinion polls, tracking (continuous monitoring), and social media analysis to guide the government's communication strategies and political decisions, will continue to criticize sports betting and online gaming platforms . This palace core is betting on the "BBB Taxation" (banks, bets, and billionaires) as a communication slogan to contrast with the opposition and gain popular support.

The minister identified two main factors that are currently compromising the budgets of working-class Brazilian families. Besides online gambling , he cited the interest rates charged in the country. Boulos said that it is not enough to promote wage increases if workers face high interest rates. He added that families also lose resources due to gambling platforms.

The minister made an appeal to the president of the Central Bank during the interview. He mentioned that there will be a meeting of the Monetary Policy Committee (COPOM) this week. Boulos requested a reduction in interest rates. He argued that the current levels are harming Brazilian workers. The minister had already made a similar statement in a previous appearance on the program.

"It's no use just increasing salaries if, on the other hand, you're paying exorbitant interest rates. In fact, the minister gave this message last time on 'Good Morning.' I'll give it again here because there's a COPOM meeting this week. Hey Mr. Galipulo, let's lower these interest rates, for God's sake, have some patience, this is killing the Brazilian worker, isn't it? And on the other hand, the Bets ," he declared.

The minister pointed to the existence of political pressure exerted by online betting companies in the National Congress. Boulos said that this lobby represents an obstacle to any changes in the sector's legislation. He characterized this influence as intense. The minister stated that this hinders the advancement of more restrictive measures regarding betting platforms.

"The problem is that Bets has a brutal lobby in Congress. So you see, we have many challenges, right?", the minister stated, acknowledging the difficulties faced in implementing changes in the sector.

The government and beneficiaries collected R$ 14,45 billion.

Leaders in the betting sector should remind these political actors that sports betting and online gaming companies legalized and regulated by the government returned R$ 14,45 billion to the government and society in 2025 (R$ 4,5 billion to the legal beneficiaries foreseen in Law 14790/23 and R$ 9,95 billion collected by the Federal Revenue Service, with federal taxes such as IRPJ, CSLL, PIS/Cofins and Social Security Contribution).

Furthermore, since public safety will be a mandatory topic in the upcoming elections, this sector is among those that would lose the most resources with a possible prohibition or limitation of legal betting . The Public Security Amendment (PEC 18/25) stipulated that the National Public Security Fund (FNSP) and the National Penitentiary Fund (Funpen) will receive 30% of the resources from betting , and in this case, the financing of public safety would lose a minimum revenue of R$ 1,35 billion/year. In 2025, betting contributed R$ 614.368.595,12 to Public Safety.

In fact, the political actors who are currently opposing legal betting should be more concerned with combating illegal betting . They should think carefully before turning good intentions into new business opportunities for organized crime.
