IAGR elects Brazilian Fabio Macorin to its Board of Directors.
Commenting on his election, Macorin stated that he felt honored to join the IAGR Board of Directors and to contribute Brazilian expertise to the international work developed by the Association.

Fabio Macorin, Deputy Secretary of the Prizes and Betting Secretariat of the Ministry of Finance – SPA-MF, was elected to the Board of Directors of the International Association of Gaming Regulators (IAGR), bringing to the board extensive experience in law enforcement, prevention of financial crimes, regulatory supervision, and the development of the newly regulated Brazilian fixed-odds betting market.

At SPA-MF, Macorin plays a leading role in the implementation, supervision, and enforcement of the federal regulatory framework for fixed-odds betting in the country.

Since joining the Ministry of Finance in 2024, he has been directly involved in the implementation of the new Brazilian regulatory framework for betting, with a particular focus on monitoring authorized operators, combating the illegal market, strengthening controls to prevent money laundering and the financing of terrorism, and coordinating enforcement actions with other government agencies and private sector actors.

“Fabio’s appointment brings an important South American perspective to the IAGR Board of Directors at a time when regulators worldwide face similar transnational challenges,” said Ben Haden, President of IAGR. “Brazil has undertaken an ambitious regulatory transformation in an extraordinarily short period, and his experience at the heart of this process will provide valuable insights to regulators across our global community.”

Before joining the Ministry of Finance, Fabio Macorin worked for 17 years in the Brazilian Federal Police, including a decade specifically dedicated to the investigation and prevention of banking and financial fraud. This experience helped shape his approach to gambling regulation, especially in the areas of money laundering prevention, financial monitoring, combating the illegal market, and inter-institutional cooperation.

The regulated Brazilian fixed-odds betting market formally began operating in 2025 and has since become one of the most closely watched regulatory experiences in the gaming and betting sector globally. Macorin, who also held the position of Undersecretary for Monitoring and Enforcement, has been directly involved in initiatives aimed at combating illegal operators, strengthening cooperation with financial institutions, telecommunications service providers and other government authorities, as well as developing data-driven tools for regulatory oversight and enforcement.

Commenting on his election, Macorin stated that he felt honored to join the IAGR Board of Directors and to contribute Brazilian expertise to the international work developed by the Association.

“Brazil has learned enormously from the experience of regulators around the world during the construction of our own regulatory framework, and I see IAGR as one of the most important forums for this exchange of knowledge,” he stated. “Although each jurisdiction has its own legal system, market characteristics, and regulatory priorities, many of the challenges we face are increasingly global. Combating the illegal market, preventing money laundering, protecting consumers, and ensuring the integrity of betting requires ever-greater cooperation between regulators from different countries.”

The Deputy Secretary will also participate in the IAGR Annual Conference in Lima, Peru, from October 19-22, where regulators and industry representatives from around the world will discuss the challenges and emerging opportunities for the regulation of gaming and betting.

“IAGR is extremely grateful for Fabio Macorin’s willingness to dedicate his extensive talents to representing South America at an important time for gaming regulation across the region,” said IAGR Vice President Brian Krolicki. “He brings to IAGR a powerful combination of expertise in law enforcement, financial crime prevention, and regulation. His 17 years with the Brazilian Federal Police and leadership in building Brazil’s new regulated betting market give him a unique perspective on combating the illegal market, strengthening AML controls, and advancing regulatory cooperation. He is an ideal addition to IAGR’s Board of Trustees and will be a tremendous asset to our global community.”

The theme of the IAGR Annual Conference, “Steady hands, shifting terrain: advancing regulation in a connected world,” will examine how regulators and other actors can enhance regulatory oversight in the face of continuously evolving technology, markets, and risks. Sessions will focus on strengthening cooperation between jurisdictions and developing more effective regulatory responses to the rapidly changing global gaming and betting environment.
