Birigui's Municipal Lottery is approved by city councilors, and the funds will benefit six priority areas.
A project authorized by the City Council will allow for direct management by the City Hall or concession to a specialized company. The expectation is that operations will begin by 2026 with transparency mechanisms.

The City Council of Birigui (SP) approved the bill authorizing the creation of the Municipal Lottery, proposed by Mayor Samanta Borini (PSD). The vote took place on Tuesday (11), establishing a new mechanism to increase municipal revenue without raising the tax burden on taxpayers.

The project approved by the city councilors allows the Birigui City Hall to begin technical and legal studies to define the most appropriate operational format for the municipality. The municipal administration is evaluating two main possibilities: direct management by the City Hall itself or concession to a specialized company through a bidding process.

The implementation of the municipal lottery comes after a decision by the Supreme Federal Court (STF) that authorized states and municipalities to operate in the lottery sector. Other Brazilian cities have already adopted similar measures as an alternative to increase their revenue.

The approved text stipulates that the funds raised will be allocated to six specific areas: public health, education, security, social assistance, culture, and sports. The lottery is expected to begin operating by 2026.

In addition to the direct benefits for priority sectors, the operation will generate additional revenue for the municipality through the collection of 5% ISS (Service Tax) on the gross revenue obtained.

The legislation does not specify which types of games will be offered by the municipal lottery or how the prizes will be distributed to bettors.

To ensure the proper use of resources, the law provides for transparency mechanisms. Periodic audits will be carried out by the City Hall's Internal Control Department, with reports published on the Transparency Portal. Oversight will be the responsibility of the municipality's Planning and Finance Secretariat.

"The Municipal Lottery is a modern and responsible alternative to expand investments in areas that directly impact the population, without raising taxes," said Mayor Samanta Borini regarding the initiative.

Birigui is a municipality in the state of São Paulo, Brazil, located in the northwest of the state. Its population according to the 2022 IBGE Census was 118.979 inhabitants.
