State lotteries gain prominence in debate on regulation and efficiency in Brazil at BiS SiGMA South America.

Amid the expansion of state lotteries in Brazil, experts and public managers meet this Thursday (9), in São Paulo, to discuss the challenges and opportunities of the sector during one of the panels of BiS SiGMA South America. With the theme “State Lotteries: Models, Concessions and State Supervision”, the debate will address the search for balance between federative autonomy, legal security and regulatory efficiency.
Scheduled from 12:20 PM to 13:05 PM, the panel will bring together representatives from different states and is expected to reflect the diversity of models adopted in the country. Among the highlights is the participation of the president of the Rio de Janeiro State Lottery (LOTERJ), Fabíola Esteves, who will share the state's experience in strengthening the institutional and regulatory framework of the sector.
At the helm of LOTERJ, Fabíola has advocated for a strategic approach by the states coupled with solid control mechanisms. "The consolidation of state lotteries requires a secure regulatory environment, with clear rules and ongoing oversight, capable of guaranteeing confidence in the market and society," she states.
According to the president, lotteries also play a relevant role in social development. "When operated with transparency and responsibility, they are important instruments for raising revenue and financing local public policies," she emphasizes.
The panel will also include Onésimo Diniz Moreira (Minas Gerais), Francisco Petrônio (Paraíba), Daniel Romanowski (Paraná), and Jane Carmen Carneiro e Araújo (Rio Grande do Norte). The expectation is that the meeting will reinforce the importance of dialogue between states and the improvement of oversight mechanisms.
