After 2 attempts in 2025, Lotesul's bidding process is rescheduled for the 23rd.

The company LottoPro Jogos de Apostas e Gestão de Lotéricas Ltda, from São Paulo, submitted the highest bid in the tender to manage the Lotesul platform by offering to transfer 43,36% of the gross revenue to the state coffers. The electronic auction took place on Friday (23), with an estimated value of R$ 51,4 million for the contract. For every R$ 100 million billed by the operator, the government will receive R$ 43,36 million.

The bidding process began at 8:00 AM on Friday and sought a specialized company to implement and operate the technological platform for controlling lottery activities. According to information from Campo Grande News, the bidding phase started at 8:04 AM, with an initial offer of 15,80%, higher than the minimum of 14,33% established in the tender.

In just one minute after the start, the percentage of revenue to be passed on had already increased to 24,33%. During the 29 minutes that the system remained open for bids, the values progressively increased. At 8:29 AM, one of the bidders even proposed a 31% share of the gross revenue.

In the closed stage of the auction, LottoPro submitted a bid of 43,36%, surpassing the offers of the other three participants, who offered percentages of 35,33%, 30,99%, and 36,11%. The bidding was temporarily suspended at 8:40 AM for analysis of the winning company's cost spreadsheets.

LottoPro was founded on September 3, 2024, has a share capital of R$ 20 million and has five partners (Adriano Aristoteles Vieira de Mendonca, Alex Forte da Silva, Hiago Bezerra de Sousa Lima Piau, Reno Ramalho de Vasconcelos and Thyago Correa Marques dos Santos). The company already manages municipal lotteries in eight Brazilian cities: Assunção do Piauí (PI), Patos do Piauí (PI), Tatuí (SP), Marcolândia do Piauí (PI), Muquém de São Francisco (BA), Teresópolis (RJ), Tutóia (MA) and Quijingue (BA).

During the direct negotiation phase, the auctioneer requested that the company submit a proposal, but LottoPro informed them that it had already reached the maximum possible percentage. The public session ended at 9:55 AM.

The contract with the winning company will last 10 years, with an estimated value of R$ 51.474.339,31, corresponding to the projected revenue for the service operation. The tender requires the operator to carry out all necessary updates to the platform during this period.

Upon termination of the contract, the source code and proprietary information of the system must be handed over to the state government, which will then hold definitive and unrestricted ownership of the technological solution.

After analyzing the cost spreadsheets, the next phase of the process will be the proof of concept. LottoPro will be summoned through publication in the State Official Gazette to carry out this technical demonstration.

Lotesul, which has been out of operation for over 15 years, recently had its logo revealed on the government website. The image features the flag of Mato Grosso do Sul in the letter O and a lucky clover in green and blue.

The current auction took place after two previous failed attempts in 2025. The first electronic auction, which began on March 17 of last year, was interrupted after only two minutes. The second attempt was scheduled for December 15, but it was also suspended.
