The betting market enters a new phase with a focus on social protection and responsible data use.

The consolidation of the regulated betting market in Brazil broadens the public debate about the role of the State in protecting citizens and building a safe operating environment for the 86 companies authorized to operate in the sector. This will be the backdrop for Serpro's participation in the SBC Summit Rio, one of the main events in the sector in the country.
Since January 2025, with the entry into force of the regulatory framework, the State and the market have been advancing in the discussion of topics such as digital identity, fraud prevention, mitigation of social risks, and responsible use of data. “Serpro is the operator of the public infrastructure capable of supporting this regulation based on official data and qualified information on a national scale, in coordination with the Secretariat of Prizes and Betting (SPA),” assesses Elaine Kato, Serpro's superintendent for Tax and Labor Affairs.
Regulation incorporates social protection mechanisms.
The regulation of the betting market in Brazil goes beyond simply authorizing companies to operate and now incorporates instruments aimed at reducing harm and mitigating social risks, such as the Centralized Self-Exclusion Platform and the Ineligible Players Module, integrated into the Betting and Participation Management System (SIGAP).
The self-exclusion platform allows individuals to voluntarily opt out of accessing online gambling services on all authorized platforms, for a specified or indefinite period. The mechanism establishes a technical barrier that must be observed by the entire regulated market, prohibiting offers, communications, and transactions with self-excluded users. "The government recognizes the risks associated with compulsive use and indebtedness and is working to create effective protection instruments," explains Elaine.
The "Ineligible Users" Module operates based on legal criteria for disqualification, informing operators when a CPF (Brazilian taxpayer ID) falls under specific situations, such as receiving social benefits like Bolsa Família or the Continuous Benefit Payment. This functionality allows for the blocking of registrations in these situations, reinforcing the social character of the public policy.
SIGAP consolidates core regulatory infrastructure.
SIGAP, developed by Serpro for the SPA of the Ministry of Finance, is the central infrastructure that supports the operation of the regulated betting market nationwide.
The platform centralizes the receipt and processing of large volumes of operational data sent by authorized companies, forming the informational base that enables the State's regulatory action.
In one year of regulated market operation, this structure supported enforcement actions that resulted in the blocking of more than 25 illegal betting websites, as well as the identification of hundreds of irregular operators and the closure of hundreds of bank accounts associated with illicit practices, according to data from the Ministry of Finance. During the same period, more than 25 million Brazilians placed bets on authorized platforms, highlighting the size of the ecosystem and the volume of information processed.
From this SIGAP base, specialized modules and APIs are developed. "The intelligence generated by the central system allows the development of derivative services, such as automated checks, batch compliance, and cross-validations, which support the operation of companies and contribute to the reduction of regulatory risks," explains Superintendent Elaine.
Serpro supports sector onboarding with official services.
In addition to the regulatory debate, Serpro's participation in the SBC Summit Rio will also focus on supporting the onboarding of authorized companies. During the event, the company's technical team will present services related to SIGAP, as well as other solutions capable of supporting the adaptation of platforms to legal requirements from the initial stages of operation.
Among the highlighted solutions is Datavalid, a digital identity validation service. “Integrated into user registration and relationship processes, Datavalid contributes to increasing the reliability of operations by reducing the risk of fraud and strengthening the legal security of operations. When we look at the sector's audit data, it becomes clear that digital integrity is a central challenge for the market,” analyzes Elvis Lennon, product manager at Serpro.
For him, Serpro reinforces its role as a public infrastructure operator and strategic partner in the implementation of the regulatory framework, supporting the entry and adaptation of companies to the new regulated environment. "The partnership with Serpro generates operational efficiency, contributes to compliance with the rules established by the State and, above all, strengthens the protection of the citizen," he concludes.
