The Ministry of Justice is investigating Spribe OŰ for illegally operating the Aviator.

The Ministry of Justice and Public Security opened a preliminary investigation on Monday (July 14) against the Estonian company Spribe OÜ, developer of the electronic game Aviator, popularly known as the "little airplane game". The investigation is looking into the alleged violation of consumer protection and defense regulations in the Brazilian betting market.
The action was initiated by the National Consumer Secretariat – Senacon – and targets a central issue: whether Spribe OÜ adopts effective mechanisms to prevent Aviator from being offered by operators without authorization to operate in the country. According to the agency, technology providers for the regulated betting market have an obligation to verify the legality of the operators with whom they maintain commercial relationships.
Notification and response time
In the notification sent to Spribe OÜ, Senacon requested four sets of information: the monitoring and oversight mechanisms used to prevent the distribution of the game by irregular operators; the measures adopted to remove content from unauthorized platforms; internal governance and compliance policies; and the identification of intermediaries authorized to distribute Aviator in the Brazilian market. The company has five consecutive days to submit its responses.
Origins of the investigation
The investigation at the Ministry of Justice was triggered by a complaint from public prosecutor Paulo Roberto Binicheski, of the 1st Consumer Protection Prosecutor's Office of the Federal District Public Prosecutor's Office. Binicheski pointed to evidence that the game was being offered on betting platforms without authorization to operate in Brazil.
In June 2026, CNN Brasil revealed that Aviator remained accessible on unauthorized platforms—even after the company had announced it was taking steps to remove it. The case also prompted a civil lawsuit filed by the Public Prosecutor's Office of the Federal District. CNN Brasil reported that it is still trying to contact Spribe OÜ to obtain a statement regarding the investigation.
