Change of destination in lottery revenue sharing with clubs goes to Plenary.

The Economic Affairs Committee (CAE) approved this Tuesday (1st) the change in the destination of 0,01% of the amount collected by federal lotteries. According to the text, Fenaclubes is removed and the Brazilian Clubs Committee (CBC) takes over. A project in this sense received a favorable opinion from Senator Leila Barros (PDT-DF) and now goes to the Plenary for analysis with a request for urgent voting.

Bill 2.584/2025, authored by Representative Júlio Cesar Ribeiro (Republicanos-DF), amends the Lottery Law ( Law 13.756 of 2018 ) to transfer 0,01% of the revenue from federal lottery games to the Brazilian Olympic Committee (CBC), an amount currently directed to the National Federation of Clubs (Fenaclubes). The author argues that the change aims to ensure that the money is used for the training of sports club managers.

The proposal also updates the list of entities overseen by the Federal Court of Accounts (TCU), removing Fenaclubes. According to the text, the change will align the law with the organization of sports in the country, since the Brazilian Committee of Clubs is part of the National Sports System (Sinesp).

Consent

Leveraging the existing structure of the CBC, the project reallocates funds without changing their purpose—professional training. The change is the result of a consensus among the entities, without creating new expenses or increasing the volume of resources allocated to the clubs.

Leila Barros explained that the project focuses on administrative coherence and strengthens support for clubs. According to her, since the CBC already works in training, the transfer will better organize the policy for the sector.

"The measure is commendable because it directs resources to an entity that is part of Sinesp and subject to certification by the Ministry of Sport, which provides greater administrative coherence and better governance to the policy of supporting sports clubs. Added to this is the fact that the change resulted from a consensus between Fenaclubes and CBC, which reinforces the legitimacy of the proposal," said Leila.
