Complementary Law provides for the creation of a municipal lottery in Olímpia.
The company Five for Five Soluções Inteligentes – Serviços de Assessoria Empresarial Ltda. was qualified, while the company Souza Lima Capitalização e Sorteios Ltda. was disqualified.

The City Hall of the Tourist Resort of Olímpia announced, on Wednesday (26), the result of the Public Call PMI nº 04/2025, which is part of the “Olímpia + Sorte” program, an initiative of Mayor Geninho Zuliani's administration to structure the future operation of municipal lottery services and expand financing alternatives for essential public policies.

The call for proposals aims to select technical studies that will support the lottery concession model, including legal and regulatory analysis, market diagnosis, demand study, operational plan and economic-financial feasibility, as well as the legal basis for the final tender.

According to an official statement dated November 25, the company Five for Five Soluções Inteligentes – Serviços de Assessoria Empresarial Ltda. was qualified, while the company Souza Lima Capitalização e Sorteios Ltda. was disqualified, according to the opinion of the responsible Technical Committee.

Mayor Geninho Zuliani highlighted that the program represents an advance in innovation in public management. He stated that "Olímpia + Sorte" is a modern, transparent project capable of generating new revenue to strengthen areas such as Health, Education, Social Assistance, Culture, and Tourism, preparing the municipality for new scenarios in the entertainment and gaming sector.

Created by Complementary Law No. 310/2025 and regulated by Decree No. 9.549/2025, "Olímpia + Sorte" corresponds to the municipal public lottery service. The model allows the Municipality to operate, by concession, all lottery modalities foreseen in federal legislation, with exclusive operation by accredited private companies.

The proposal aims to generate non-tax revenue to strengthen essential public policies, encompassing physical and digital products restricted to the territory of Olímpia. The program establishes concessions for private companies, strict compliance rules, anti-money laundering measures, independent audits, and a minimum payout depending on the product type, in addition to requiring a Lottery Plan for each product.

The oversight will be permanent, carried out by the Planning and Finance Department, ensuring transparency in the distribution of revenue between prizes, operator remuneration, and a fixed percentage allocated to the Municipality.

With the results released, the PMI moves on to the study preparation phase, with a 90-day deadline for completion. The program was also structured for future integration into the municipal casino policy authorized by Law No. 5.098/2025, should federal authorization be granted. Thus, "Olímpia + Sorte" is already compatible with the national entertainment and gaming model foreseen in PL 2234/2022.
