Paraná Pesquisas/IJL/BNL: Representatives are in favor of legalizing gambling.

 

The institute also consulted the members of parliament regarding their preferred locations for the casinos, and the majority preferred tourist cities.

A Paraná Pesquisas survey reveals that 52,1% of federal deputies are in favor of legalizing gambling such as casinos, jogo do bicho (a type of lottery), bingo, video games, and online gambling, as foreseen in the substitute bill for PL 442/91. 40,8% of parliamentarians are against it, and 7,1% did not know/did not answer.

 

 

Commissioned by the news portal BNL Data in partnership with the Brazilian Institute of Legal Gaming – IJL, Paraná Pesquisas surveyed 238 federal deputies through personal or telephone interviews between May 27th and 31st of this year. The main question of the survey was "Are you in favor of or against the legalization of ALL forms of gambling in Brazil, that is, the legalization of casinos, jogo do bicho (illegal lottery), bingo halls, video games, and online gambling?"

When broken down by region, 54,9% of representatives from the Southeast are in favor, followed by parliamentarians from the Northeast with 53,8%, the South with 50,0%, and the North/Central-West with 46,9%.

Arguments against the legalization of gambling.

The survey also highlighted the arguments put forward by parliamentarians opposed to legalization: money laundering (20,6%), increased pathology (17,2%), religious (10,1%), deficient oversight (9,7%), and lack of control (9,2%).

Preference for casinos in tourist cities

Paraná Pesquisas also asked parliamentarians in favor of legalization, "Regarding casinos, if they are legalized, do you think they should be located anywhere, in tourist cities, in cities with low HDI, only in integrated resorts, or is it indifferent?" The majority favored installation in tourist cities. The survey confirms that despite the wishes of some deputies, the last option for parliamentarians was the installation of casinos 'only in integrated resorts'.

The majority preference is for the installation of casinos in tourist cities (40,1%). In second place is the installation of casinos in cities with low HDI (21,6%). In third place, parliamentarians are indifferent (16,2%), followed by the option of any location (8,4%). The minority preferred the installation of casinos 'only in integrated resorts' (7,2%).

When segmented by region, the majority of representatives from the Southern Region are in favor of tourist cities with 56,7%, followed by the Southeast with 39,7% and the Northeast with 34,7%.
