The Municipality of São Gonçalo approves Oro Games to proceed with the accreditation process for the municipal lottery.
Oro Games Enterprises has been approved to continue in the accreditation process as the operator of LotoSG, the municipal lottery of São Gonçalo. The decision was announced by the city hall after two meetings held in September, when the technical committee evaluated the submitted documentation and concluded that the company met all the requirements of the tender.
The technical committee examined a total of 33 documents submitted by Oro Games, including contracts, certificates, operating license, and opening balance sheet. According to information from Tempo Real RJ, the company selected to proceed in the process was incorporated on July 30 of this year and is based in Bandeirante, Santa Catarina.
Records from the National Registry of Legal Entities show that Oro Games has a registered share capital of R$ 32. The company is formally authorized to operate gambling and betting games, as well as develop and license software and provide general agency services.
The municipality of São Gonçalo has launched the official website for its municipal lottery, which has adopted the slogan "Your favorite bet now bets in São Gonçalo". The public call for bids to accredit companies interested in operating the Fixed-Odds lottery was opened by the city hall on July 16th.
The municipal administration also established a partnership with the São Paulo-based company Equis Pay, responsible for managing payments, through a 60-month contract. Equis Instituição de Pagamento LTDA, specializing in corporate financial solutions, had its documentation analyzed and approved by the program's technical committee during a meeting held on June 30, with the minutes published in the Official Gazette on July 11.
The municipal lottery was created by law sanctioned on March 10th and subsequently regulated by a mayoral decree on May 16th. The initiative seeks to generate additional revenue for the municipality through the operation of lottery games permitted by federal legislation.
In the Fixed Odds betting option, which will be operated by the accredited company, the bettor knows the potential prize value in advance at the time of the bet, based on pre-established probabilities, as explained by the city hall.
The accreditation process follows legal norms such as the Federal Constitution of 1988, Federal Laws No. 14.133/2021, 13.756/2018 and 14.790/2023, in addition to Municipal Law No. 1.563/2025 and Municipal Decrees No. 087/2023 and 211/2025.
After the accreditation process is complete, the Municipal Government Secretariat will be responsible for organizing and overseeing LotoSG, while the operation of the games will be carried out by accredited private companies. These companies may operate both online and in physical locations, offering various modalities such as numerical prediction lotteries, sports predictions, passive lotteries, instant lotteries, and online games with prizes in cash or goods.
The funds raised will have multiple uses, including paying prizes to the winners, settling taxes, and maintaining the operating system. A portion of the revenue will be allocated to municipal social security and projects developed in the city.
The initiative faced resistance from the Federal Government after its approval by the City Council on February 26. In March, the Ministry of Finance issued a statement opposing the project, stating that "the Federal Constitution and Brazilian law only allow the operation of lotteries by the Union, nationally, by the states and the Federal District, within the limits of their respective territories."
In response, the São Gonçalo City Hall defended the legality of LotoSG, basing its position on a 2020 decision by the Supreme Federal Court which, according to the municipality, authorized the creation of lotteries by states and municipalities.
To date, no information has been released regarding when the municipal lottery will actually begin operating or what the first games available to the public will be.
