President of Loterj visits Clube do Bet and announces rules for VLTs

The president of the Rio de Janeiro State Lottery – Loterj, Hazenclever Lopes Cançado, and the vice-president Fabíola Esteves visited the headquarters of the operator Clube do Bet in Niterói. The visit took place on Friday (August 1st) and aimed to learn about the company's structure, which already has a license to operate regulated betting in the State of Rio de Janeiro. During the meeting, Hazenclever announced that the agency will soon present specific regulations to govern Video Lottery Terminals (VLTs) in the State.

The meeting was announced by Loterj and shared by the president on his LinkedIn account . Representatives from the agency were received by executives Marcelinho Calil and Pedro Viana, who presented the company's operational structure, including technology, customer service model, and new product projects for the Rio de Janeiro market.

“The time for amateurism is over. The time has come for Rio to embrace its vocation as a world reference in regulated gaming! In the coming days, Loterj will present clear, secure, and exemplary rules for the operation of the VLTs in the State. We are talking about modern regulations that ensure total control of operations, real protection for the player, and a guarantee that the resources collected return to society,” Hazenclever stated during the visit.

Hazenclever anticipated that the regulation of light rail transit (LRT) systems in the state is in its final stages of preparation and highlighted Rio de Janeiro's leadership on the international stage: “Rio has real potential to become the largest LRT market in the world, and Loterj is prepared to conduct this process with seriousness, innovation, and responsibility. There will be no room for improvisation or loopholes — our commitment is to regulatory excellence and the public interest.”

One of the projects presented by Clube do Bet executives was the creation of VLT Stores and Sports Bars in various regions of the state. The initiative seeks to expand physical betting beyond the capital of Rio de Janeiro, with spaces that reflect the cultural identity of Rio.

Clube do Bet is already negotiating with equipment manufacturers and potential business partners to ensure these new environments reflect the spirit of Rio de Janeiro. Company executives express confidence in the state's potential to become a benchmark in the sector.

Fabíola Esteves gave a positive assessment of the operator's structure. “It was an extremely positive visit. Seeing firsthand how the company has invested in technology, compliance, and innovation demonstrates that the Rio de Janeiro model is on the right track: generating jobs, promoting revenue for social programs, and guaranteeing security for bettors,” she stated.

The vice-president also reinforced that dialogue with leading international companies is a strategic guideline for Loterj, aimed at building a solid regulatory environment committed to social responsibility: “We are structuring an intelligent and efficient regulatory model, in line with international best practices. Technology is our ally in promoting transparency, security and social responsibility. Loterj is taking a firm step towards an ethical, reliable and sustainable sector.”

The regulation of light rail vehicles (LRVs) being developed by Loterj seeks to establish parameters for the safe operation of this equipment in the state of Rio de Janeiro, combining responsibility, technological innovation, and social return.

The regulation of the VLTs (light rail transit systems) is another step towards diversifying the ways to access our products with integrity and legality,” stated the vice-president. She also emphasized the strategic role of the regulatory agency: “Loterj is prepared to lead this process responsibly and transparently, contributing to the economic development of the state and to the protection of consumers.”

The expectation is that the regulation of the Light Rail Transit (VLT) will be finalized soon, consolidating Rio de Janeiro as a national and international reference in the gaming sector.
