Attorney General Leonardo Quintans takes office on the Lotep Administrative Council.
The Administrative Council of the State Lottery of Paraíba (Lotep) has a new member. Attorney General Leonardo Quintans Coutinho took office this Monday (22), at 16 pm, during an ordinary meeting of the board.
A native of João Pessoa, Quintans holds a bachelor's degree in Law and a specialization in Public Law. He joined the Public Prosecutor's Office in 2013 and has built a career marked by work in areas such as Public Assets, Citizenship and Family Law, in addition to holding coordination, management and institutional representation positions, including the presidency of the Paraíba Association of Public Prosecutors (APMP), between 2021 and 2025. The current Attorney General of the Public Prosecutor's Office of Paraíba (MPPB) took office on September 1, 2025, for the 2025-2027 term.
The inauguration took place during a meeting of the Lotep Administrative Council, chaired by Superintendent Francisco Petrônio de Oliveira Rolim, and was attended by the other members. In addition to Leandro Quintans, representing the State Public Prosecutor's Office, the council includes Abraão de Oliveira Araújo (Lotep's Technical and Inspection Manager), João Gilberto Montenegro Rodrigues (Coordinator of Lotep's Technical-Normative Advisory), Glauco Menezes Borges (tax auditor and permanent employee of Lotep), Marialvo Laureano dos Santos Filho (State Secretary of Finance of Paraíba), Bruno de Souza Frade (Executive Secretary of Finance), Fábio Brito Ferreira (State Attorney General), and André Luís Rabelo de Vasconcelos (General Delegate of the Civil Police and representative of the State Secretariat of Security and Social Defense).
Superintendent Petrônio Rolim highlighted that the presence of the Public Prosecutor's Office on the Council is fundamental to strengthening the governance of the agency. “The participation of the Public Prosecutor's Office on the Lotep Administrative Council is essential to reinforce the transparency, legality, and credibility of our actions. We welcome Dr. Leonardo with satisfaction, certain that his experience will be a great contribution,” he stated.
With the arrival of the new member, the Lotep Administrative Council remains strengthened and aligned with the principles of governance and public accountability.
