The adjustment of lottery network fees remains without a defined date or percentage. The Brazilian Federation of Lottery Companies (Febralot) reported this Friday (August 15th) that Caixa Econômica Federal is still in the internal pricing phase, with the sectors involved, before any proposal is submitted to the federation.

The statement, signed by the president of Febralot, Ricardo Amado Costa, was addressed to the presidents of the state unions and details the current stage of the negotiations.

History without guarantee of repetition.

In previous editions, the adjustments were implemented by October, with retroactive effect to July 1st, the reference date agreed upon with the Federal Senate. However, the federation itself is keen to separate this history from any promise for 2026. "This is merely historical data, not a confirmation that the same will happen this year," the statement notes.

The caveat is not merely a formality. Febralot acknowledges that the sector's structural landscape limits the scope for an adjustment that fully compensates for inflation. The continuous decline in the volume of authentications in the physical network and the migration of transactions to digital channels, where fees are lower or non-existent, as in the case of Pix, erode the revenue base of lottery outlets. According to the federation, even a retroactive adjustment of a few months "tends to represent little in the face of the loss of volume we are experiencing."

The proposal regarding Caixa bank slips.

In parallel with the general readjustment, Febralot is trying to advance on a specific front: the remuneration of lottery outlets for authenticating Caixa bank slips. Currently, the amount charged for this service is divided between the bank, the regional superintendency or agency, and the lottery outlet. The federation's proposal is to transfer one of the portions currently destined for Caixa itself to improve the remuneration of the lottery operator.

If approved, the measure would represent a redistribution of the existing tariff, without the need to increase the final cost to the consumer.

Economic imbalance on the agenda.

The federation acknowledges that the pace of negotiations is far below the urgency faced by the network. "We know that this falls far short of the urgency experienced by the Network and does not solve our main problem; the growing economic and financial imbalance of the lottery outlets," states Ricardo Amado Costa in the note.

Febralot has stated that it will continue to demand concrete answers and solutions from Caixa. For now, the process remains open; without a deadline, without a percentage, and without a defined solution to the central problem facing the sector.
