The Brazilian Federal Revenue Service collected R$ 8,82 billion in federal taxes from the gambling and betting sector between January and November 2025. The data was released this Monday (22) by the federal agency. In November alone, the amount obtained from this segment reached R$ 852 million, marking the first year of operation of the regulated betting market in Brazil. ( Monthly Analysis – Nov 2025 )

The amount collected from the betting sector represents a portion of the total R$ 2,594 trillion that the Federal Revenue Service accumulated in the first eleven months of this year, a figure that indicates real growth of 3,25% compared to the same period in 2024, when R$ 2,391 trillion was recorded.

By 2026, betting and fintech will contribute more.

Revenue from the "gambling and betting activities" segment showed significant growth, increasing from R$ 13 million in November 2024 to R$ 852 million in the same month of 2025. This increase reflects the impact of the regulations implemented this year.

Of the total accumulated by the sector in the first eleven months of 2025, R$ 1,897 billion corresponds to the collection of PIS/Pasep and Cofins taxes, while R$ 1,536 billion comes from the collection of IRPJ/CSLL taxes on companies in the segment. The item "Union Participation Revenue from Fixed-Odds Lottery Betting" contributed R$ 3,114 billion.

The current distribution of gross gaming revenue establishes that 88% remains with betting companies and 12% goes to the government. This percentage will be changed in the coming years, with a gradual increase in taxation to 15%, implemented in stages between 2026 and 2028.

The federal government recorded growth in the collection of virtually all taxes through November. Looking at specific taxes, the largest increase in November was in IOF (Tax on Financial Operations) revenue, with a real rise of 39,95%, totaling R$ 8,614 billion.

Claudemir Malaquias, head of the Tax and Customs Studies Center of the Federal Revenue Service, explained that the effects of the new taxes will only be measured next year. "The impact on revenue will be evaluated now, starting at the beginning of next year," he stated.

The effects of the new contributions will be known 90 days after implementation. Among the changes are an increase in the tax rate for fintechs, which will rise from 9% to 15%, and an increase in the percentage levied on Gross Gaming Revenue (GGR) from betting sites, which will rise from 12% to 18%.

According to Malaquias, the expectation is that the trajectory of tax revenue will follow the trajectory of economic activity in 2026. "The team that makes the projections is quite confident, because there is a very good correlation between economic activity and tax revenue results. So, this correlation facilitates the projections," he added.

These tax changes were incorporated into the bill that reduces tax benefits by 10%, approved by the National Congress last week. According to estimates from the Chamber of Deputies, the cuts in tax benefits are expected to have an impact of R$ 17,5 billion.

The new taxation on fintechs will contribute approximately R$ 1,6 billion, while the increase in the tax on Interest on Equity (JCP) will add R$ 2,5 billion to federal revenue. The increase in taxation on betting will provide an estimated additional revenue of R$ 850 million by 2026.

The approved text foresees a phased increase in the Social Contribution on Net Profit (CSLL) levied on fintechs. The rate would rise from the current 9% to 12%, a level it would remain at until the end of 2027, before settling at 15% from 2028 onwards. Banks pay 20% CSLL, but the effective tax on non-bank financial institutions tends to be higher, partly due to their higher profitability.

The tax official indicated that, on the occasion of the first budget execution decree for 2026, a new reassessment of all projected revenues for the year will be carried out. "And then, yes, we will capture all these macroeconomic parameters, capture the perceptions of the productive sector, the perception of consumption, and this will be reflected in our projections at the beginning of the year."

In the item “Other revenues administered by the RFB”, which totaled R$ 42,088 billion with a growth of 7,13%, the performance was driven by the nominal increase of 38,36% in the collection of CIDE-Remittances Abroad, in addition to the contribution of the betting sector through the item “Union Participation Revenue Lottery Fixed-Odds Betting”.

Brazil recorded its highest tax burden in the last 20 years in 2024, a trend that continues in 2025. According to Chamber of Deputies technicians, the total impact of the tax measures for 2026 is projected at R$ 22,45 billion, considering all the changes recently approved by the National Congress.
