SINCOESP meets with the Municipal Secretary of Economic Development and Labor.

The Union of Commissioners and Consignees of the State of São Paulo – SINCOESP met with the Municipal Secretary of Economic Development and Labor, Rodrigo Goulart, to continue discussions regarding the participation of the lottery network in the projects of the State and Municipal Lotteries of São Paulo. The meeting addressed strategic points that could directly impact the sector and provided important updates for lottery business owners.
São Paulo State Lottery
The State Lottery project is already in the contract signing phase with the Aposta Vencedora Consortium, winner of the bidding process held in December 2024. The consortium, formed by the companies SAV Participações SA and AX4B Sistemas de Informática LTDA., will be responsible for implementing the operation throughout 2025.
One of the highlights of the presented model is the projected accreditation of approximately 11 non-exclusive points of sale throughout the state, encompassing establishments such as convenience stores, newsstands, supermarkets, and bars.
São Paulo Municipal Lottery
The Municipal Lottery project is currently in the feasibility study and diagnostic phase, focusing on operational, economic-financial, and legal-regulatory aspects. Five companies have been accredited to present their studies, which will inform the final bidding process.
A preliminary survey conducted by IPEA indicated that the Municipal Lottery could operate with approximately 3.000 points of sale, distributed among commercial establishments in different sectors.
Points of attention and proposals from SINCOESP
During the meeting, SINCOESP highlighted the importance of the current lottery network, comprised of approximately 3 units in the state of São Paulo, 850 of which are in the capital. The leaders emphasized that the network already possesses consolidated expertise in collecting bets and providing financial services, guaranteeing security and operational efficiency.
The Secretary was presented with critical points that could compromise the implementation of the new lotteries if the proposed models do not take into account the existing lottery network. Among the main concerns highlighted are:
Tax evasion at points of sale without proper control;
⇒ Difficulty in inspection, which may create opportunities for the sale of unapproved products;
⇒ Compliance with legislation, especially regarding the prohibition of selling games to minors;
Mechanisms against money laundering are a highly relevant topic for the sector.
SINCOESP emphasized that the lottery network, regulated and managed by Caixa Econômica Federal, already has highly effective control mechanisms, built over decades, that guarantee transparency and security for the State, the Municipality, and the bettor. The union advocates for the inclusion of lottery outlets in the structure of new lotteries to ensure an efficient and reliable model.

Other topics under discussion
In addition to lotteries, SINCOESP presented to the Secretary the possibility of expanding the use of the lottery network to provide state and municipal public services, taking advantage of its reach and credibility.
Another point discussed was the integration of lottery outlets into the Smart Sampa project, a camera monitoring system that will allow for real-time viewing of incidents. Secretary Rodrigo Goulart will forward a request to the Municipal Secretariat of Urban Security for an evaluation regarding the inclusion of cameras installed in lottery outlets in the system, should the business owner be interested in joining the project.
Next steps
Secretary Rodrigo Goulart showed receptiveness to the issues presented by SINCOESP and committed to analyzing the sector's suggestions and demands within the public administration. New meetings will be scheduled to continue the dialogue and seek solutions that meet the interests of the lottery network in the new scenario of state and municipal lotteries.
