The Legislative branch informed Minister Nunes Marques that operations were interrupted in October 2025, even before the preliminary injunction that suspended municipal lotteries throughout the country.
The intervention of the Public Prosecutor's Office of the State of Rio Grande do Norte was due to the blatant illegality of the operations, since municipalities cannot legislate on lotteries and fixed-odds betting. The companies collected approximately R$ 415 million in just 10 months of operation.
A technical note from SPA-MF indicates that municipalities cannot operate fixed-odds betting. The decision affects 37 accredited companies that operated online casinos. The city hall has ordered the preparation of a legal opinion on municipal jurisdiction to operate lottery modalities.
Through the Municipal Lottery established in late 2024, the Municipality of Bodó has recorded significant progress in the areas of health, infrastructure, and water supply, proving that the service provides social and economic development, strengthening the autonomy of municipalities and improving the quality of life of the population.
