TCU ends monitoring of data security in sports betting.

The Federal Court of Accounts has concluded the process that monitored actions by the Federal Government to prevent the theft of bettors' data in companies authorized to operate fixed-odds betting games. The decision was made in an ordinary plenary session held on Wednesday (March 11). Nine ministers and substitute ministers participated in the vote.
The process began following communication from the Presidency of the TCU (Brazilian Federal Court of Accounts). The objective was to monitor information technology aspects in companies operating "bets" (betting sites). The Specialized Information Technology Audit Unit (AudTI) conducted the work.
Transfer to a new audit.
The Specialized Audit Unit for National Defense and Public Security (AudDefesa) has taken over the analysis of the matter. Process TC 015.852/2025-3, under the rapporteurship of Minister Jorge Oliveira, now evaluates the security of bettors' data in a broader and more in-depth manner.
The IT Audit Office found that the subject of the monitoring had become part of the scope of the thematic audit conducted by the Defense Audit Office. This absorption constituted a supervening prejudicial issue. The original process became moot.
The opinions issued by the technical unit converged on the conclusion of the initial monitoring. The Court determined that the continuation of the process had become unnecessary.
Unanimous approval
The ministers of the TCU (Brazilian Federal Court of Accounts) unanimously approved the closure of the monitoring process. The opinions issued in the case files supported the decision.
The ordinary plenary session was presided over by Minister Vital do Rêgo. Minister Jorge Oliveira served as Vice-President. Minister Benjamin Zymler also participated in the presiding committee.
The following Ministers participated in the session: Walton Alencar Rodrigues, who participated remotely, Benjamin Zymler, Augusto Nardes, Jorge Oliveira, Antonio Anastasia, and Jhonatan de Jesus. Substitute Ministers Augusto Sherman Cavalcanti, Marcos Bemquerer Costa, and Weder de Oliveira were also present. Augusto Sherman Cavalcanti was called in to replace Minister Bruno Dantas. Marcos Bemquerer Costa was called in due to a vacant Ministerial position. Attorney General Cristina Machado da Costa e Silva represented the Public Prosecutor's Office.
Communication to the Ministry of Finance
Ruling No. 594/2026 determined that the Secretariat of Prizes and Bets of the Ministry of Finance (SPA/MF) be informed about the deliberation. The decision was published in the Official Gazette of the Union this Wednesday (March 19). The thematic audit conducted by AudDefesa in process TC 015.852/2025-3 remains in progress. The issue of data security for bettors on fixed-odds betting platforms continues to be evaluated by the TCU within the new scope of analysis.
