ANJL celebrates PGR's opinion against Rio Grande do Sul's law on betting advertising.
The National Association of Games and Lotteries (ANJL) congratulates the Attorney General's Office (PGR) for its favorable opinion on the challenge to Law No. 16.508/2026, of the State of Rio Grande do Sul, which establishes state rules for advertising, publicity and sponsorship of fixed-odds betting. The assessment, expressed this Monday (17) in the records of the Direct Action of Unconstitutionality (ADI), represents an important step towards the consolidation of a regulated, safe and legally stable environment in the country.
The opinion, which also recommends that the preliminary injunction ruling become final, reinforces the importance of the role of public institutions in defending legality, legal certainty, and the responsible development of the gaming and lottery market.
The Attorney General's Office (PGR) demonstrates institutional sensitivity towards a growing sector that demands clear rules, effective oversight, and a commitment to transparency. "ANJL congratulates the Attorney General's Office for its decision and the demonstrated commitment to legality, legal certainty, and the responsible development of the gaming and lottery sector in Brazil," states ANJL President Plínio Lemos Jorge.
In its statement, the Attorney General's Office defended the suspension of Law No. 16.508/2026 of the State of Rio Grande do Sul, the subject of the Direct Action of Unconstitutionality (ADI) filed by ANJL . The state law establishes restrictions and obligations for advertising, publicity, and sponsorship of fixed-odds betting platforms. In practice, the Attorney General's Office understands that the State has encroached upon the exclusive powers of the Union (federal level) by creating its own regime to regulate commercial communication and the activities of betting operators.
The association emphasizes that the measure is relevant to combating the illegal market, which harms consumers, authorized companies, and the State itself, especially in terms of revenue collection and oversight. According to ANJL, strengthening the regulated environment is essential to ensure that the sector advances responsibly, transparently, and with respect for Brazilian regulations.
