Caixa reduces transaction limits at lottery outlets after simultaneous cyberattack against the lottery system.

The Caixa Econômica Federal lottery network is operating this Wednesday (22) with emergency restrictions after a systemic incident registered on Tuesday (21) in SISPL, the system that supports the operations of Lottery Units throughout the country. The problem caused instabilities in the operational environment of lottery houses and led the bank to adopt contingency measures that directly affect the volume of transactions available to partners.
Transaction limits have been reduced to R$ 2.000,00 for two services: receiving payment slips from other banks (Code 850100) and deposits (Code 012081). The restriction applies to the entire Lottery Channel and will remain in effect at least until Saturday (25). The expectation is that normal values will be restored on Monday (27).
Direct contact with affected units
Caixa informed that it will contact the lottery outlets that had their signal disrupted by Tuesday's incident directly, with the aim of normalizing operations by Wednesday. An official statement should be available on the Conexão Parceiros portal.
Ricardo Amado Costa, president of the Brazilian Federation of Lottery Companies (FEBRALOT), confirmed the information and detailed what shopkeepers can expect: “The system is being restored, with all services, including payment slips and deposits of 2 reais, at least until Saturday. So, 2 reais until Saturday is an emergency measure; the normal amount should be restored on Monday.”
Costa also reiterated the bank's commitment to the affected stores: “Caixa Econômica will contact all the stores affected yesterday directly so that these stores also have their signal restored and their activity normalized today.” Regarding the causes of the incident, the president of FEBRALOT acknowledged the limitations of what is known so far: “I don't have exact details of what happened, but since it is up to us to solve the problem, from the point of view of the operation and routine of the lottery agency, for now.”
Account disconnection in Bahia
In the lottery network in Bahia, the incident generated an additional impact: accounts of type 003, for Legal Entities, were unlinked from accounts of type 043, of an Accounting nature. The affected units were instructed to verify the situation directly in the system and await further instructions from Caixa regarding the regularization and re-linking procedures.
Lottery outlets that identify inconsistencies in Tuesday's (21) transactions must register a call in Conexão Parceiros, under the category Operational > Transaction Inconsistency. The accounting for the same day must be carried out normally, according to the current procedures.
Caixa informed its partner network, in a statement, that "CAIXA teams remain mobilized to address the incident and that new guidelines will be communicated promptly, as the work progresses." The information released so far relates exclusively to the operational resumption of services; the causes of the incident have not been publicly detailed.

Understand the case
The simultaneous cyberattack against Caixa Econômica Federal lottery outlets occurred on the afternoon of Tuesday, July 21, 2026, affecting units in states such as São Paulo, Santa Catarina, Rio Grande do Sul, and Minas Gerais. The intrusion compromised the terminals' internal banking systems, generating unauthorized and unauthorized payments of bills without the operators' permission.
The systems recorded an unusually high volume of fraudulent financial transactions, causing some units to suffer estimated losses of up to R$ 500.
Guided by internal communications, several lottery business owners turned off their terminals and ended service early to avoid greater losses.
Note from the Box Office:
CAIXA informs that it identified, yesterday (21), a technological incident that affected the system of lottery units. Services have been restored.
