Government of Mato Grosso do Sul resumes bidding process for Lotesul after seven-month suspension.

The Government of Mato Grosso do Sul resumed the bidding process for contracting the company that will operate Lotesul. The competition, with an estimated value of R$ 51,4 million, was reopened this Sunday (7), after seven months of suspension due to questions in the State Court of Auditors (TCE).

The new tender notice presents modifications in relation to the original text published in March 2025. The session for receiving proposals is scheduled for December 15th, when interested companies can present their offers to implement and operate the technological platform for controlling state lottery activities.

The publication of the document comes two months after the State requested the dismissal of the previous case at the Court of Auditors. The initial suspension resulted from an audit that identified clauses considered restrictive to competitiveness and disproportionate to the object of the bidding process.

The complaints that led to the suspension of the first public notice came from three distinct sources: Jamil Name Filho, the company Criativa Technology Ltda., linked to state deputy Roberto Razuk (PL); and an anonymous complaint.

Control of the gaming market in Mato Grosso do Sul is the subject of a dispute between interest groups. Criativa Technology Ltda., located in Dourados, was the target of the fourth phase of Operation Successione, launched in November.

The main change in the new tender is the reduction in the minimum percentage to be transferred to the State, which went from 16,17% to 14,33% of gross revenue. This percentage is one of the criteria for classifying bids in the tender.

According to the terms of reference, studies of regulated markets indicate that the revenue potential of the lottery sector in Mato Grosso do Sul is estimated at 0,85% of the state's GDP, considering all modalities foreseen in federal legislation.

The tender specifies that the winning company must carry out all necessary updates and customizations to the platform during the contract period. Upon termination, the source code and exclusive system information will be transferred to the state government, which will assume definitive ownership of the technological solution.

In justifying the creation of the state lottery, the Government of Mato Grosso do Sul states that the objective is "to generate resources and allocate them to actions and services of interest to the administration." The document also emphasizes the need for proper market exploitation, with "actions that inhibit and prevent misconduct by users and operators, guaranteeing not only the quality of services, but also their security and continuity (systemic integrity)."
