With the aim of strengthening a strategic agenda focused on protecting the integrity of sports and combating illicit practices in the betting market, the II National Technical Meeting on Combating the Manipulation of Sports Results ended last Thursday (April 30), after three days of panels and technical activities focused on the topic.

Organized by the Brazilian government, under the coordination of the Ministries of Finance, Sports, and Justice and Public Security, the event brought together government authorities and representatives from control and investigation bodies, as well as managers, entities and representatives of the sports community, betting operators and companies specializing in sports integrity.

The prevention, detection, and combating of match-fixing in sports are among the main challenges to the credibility of competitions. In this regard, the meeting will highlight the concrete achievements reached in the short term by the interministerial Working Group established by... Interministerial Decree MESP/MF/MJSP No. 1/2025, which managed to transform institutional coordination into effective results.

Among the main advances, the establishment of the National Policy for the Prevention and Confrontation of Sports Match-Fixing stands out, formalized by Interministerial Decree MESP/MF/MJSP No. 1/2026In addition, the Federal Police has developed a system for analyzing suspicious bets, aimed at organizing strategic data to support analyses and investigations, as well as publishing the second edition of the National Manual for Combating the Manipulation of Sports Results, which consolidates operational guidelines, inter-institutional flows, and investigative methodologies.

Also noteworthy are the creation of the first online course on prevention and repression of sports match-fixing, by the National Police Academy, expanding the training of agents throughout the country; the continuous production of intelligence reports; the holding of national technical meetings, strengthening a permanent cooperation network; the formalization of partnerships with integrity agencies; and the structuring of integrated flows for receiving, analyzing, and forwarding information related to this type of practice.

The Secretary of Prizes and Betting at the Ministry of Finance, Daniele Cardoso, participated in the opening panel and highlighted the partnerships established between the public sector in structuring solutions. “When a working group is established through an interministerial decree, it becomes part of a public policy—a state policy, with continuity. We are in the second year of the regulatory framework's implementation and holding the second technical meeting on match-fixing, which demonstrates the progress of our work during this period,” she stated.

Also present at the event were the National Secretary for Sports Betting and Economic Development of Sport, Giovanni Rocco; the director of the United Nations Office on Drugs and Crime (UNODC) in Brazil, Elena Abbati; the director of Integrated Operations and Intelligence of the National Secretariat of Public Security of the Ministry of Justice and Public Security, José Anchieta Nery; the director-general of the Federal Police, Andrei Augusto Passos Rodrigues; and the director of the Asset Recovery Department of the National Secretariat of Justice, Marcelo Stopanovski.
