Lula bans betting in Brazil and reverses the 2023 regulatory framework.
The notification sent to all licensed platforms also demands the removal of applications, subdomains, IPs, and APIs, and provides for blocking via Anatel and CGI.br in case of non-compliance.

The Ministry of Justice has notified all licensed betting platforms to fully redirect traffic from their websites to an official Federal Government page, brasilsembets.gov.br. The measure is scheduled to take effect at 0:01 on Tuesday, October 6, 2026.

The notification, addressed to the legal representatives of the companies, is based on article 23, caput, of Provisional Measure No. 1.394 of 2026. The request covers "all websites, domains and internet applications" that offer fixed-odds betting lotteries. The affected addresses are listed in an annex to the document.

Implementation is the responsibility of the companies themselves.

According to the notification, the redirection must be done by the domain owners themselves, using their cloud infrastructure, application servers, and DNS management. The SPA (Single Page Application) allows for different technical solutions: HTTP status code 301 or 302, DNS pointing, or cloud-based reverse proxy rules. In any case, all access to the homepage or internal URLs must result in the "automatic and secure redirection of the user" to the government portal.

The document goes beyond websites. The Secretariat requests the disabling of subdomains, IP addresses, and APIs used by mobile, computer, and smart TV applications linked to the brands, "completely preventing access to services through these applications."

Companies will have to present technical evidence of the measures taken and formally notify the agency as soon as the redirection is completed.

Balance recovery and awareness

In its justification, SPA states that the objective is "to protect consumer rights and ensure compliance with Provisional Measure No. 1.394 of 2026." According to the notification, the central government domain will centralize an "inalienable public utility service," with two contents:

⇒ Official instructions for bettors to fully recover the funds and balances held in their accounts on the platforms;

⇒ Information, materials, and awareness campaigns about the risks of the activity and the prevention of over-indebtedness.

Sanctions and compulsory blocking

The text warns that failure to comply with the request, concealment of alternative domains, or "attempts at technological evasion" will subject the company, its controllers, and legal representatives to applicable sanctions. Subsidiarily, non-compliance will lead to compulsory blocking by the National Telecommunications Agency (Anatel) and the Brazilian Internet Steering Committee (CGI.br), as per § 1 of article 23 of the Provisional Measure.

"Dear Legal Representatives,

In exercising the legal powers conferred upon this Ministry and based on the express provisions of Article 23, caput, of Provisional Measure No. 1.394 of 2026, I hereby request the redirection of all websites, domains, and internet applications under your responsibility that offer fixed-odds betting lotteries, starting at 0:01 (one minute past midnight) on October 06, 2026.

It is hereby determined that all user traffic destined for the electronic addresses of their respective platforms (listed in Annex I) must be entirely redirected to the official website of the Federal Government: www.brasilsembets.gov.br.

  1. Technical Implementation

The requested redirection must be implemented directly by the domain name owners themselves, using their own cloud infrastructure, application servers, and DNS management.

The technical configuration (whether via HTTP status code 301/302, DNS pointing, or cloud-based reverse proxy rules) must ensure that any attempt to access, whether the homepage or subpages (internal URLs) of the betting platform, results in the user being automatically and securely redirected to the brasilsembets.gov.br portal.

Additionally, it is required that any subdomains, IP (Internet Protocol) addresses, and APIs (Application Programming Interfaces) used for communication and operation of applications (mobile, computer, or smart TVs) linked to the Betting Company's brand be made unavailable, completely preventing access to services through these applications.

For verification purposes, technical evidence of the action taken must be presented, justifying the decision.

  1. On Motivation and Public Interest

The purpose of this request is to protect consumer rights and ensure compliance with Provisional Measure No. 1.394 of 2026.

The designated government domain will centralize an inalienable public utility service, containing:

Detailed, transparent, and official instructions so that bettors know how to proceed to fully recover the values and financial balances currently held in their accounts on Your Lordships' platforms.

Information, materials, and awareness campaigns aimed at users about the risks of the activity and prevention of over-indebtedness.

III. Deadlines and Final Provisions

The redirection and technical measures to make the applications unavailable must be implemented at 0:01 (one minute past midnight) on October 06, 2026, across the company's entire infrastructure.

Failure to comply with this administrative request, as well as the concealment of alternative domains or attempts to circumvent this order, will subject the offending company, its controllers, and legal representatives to applicable sanctions, subsidiarily leading to compulsory blocking action by the National Telecommunications Agency (Anatel) and the Brazilian Internet Steering Committee (CGI.br), as per § 1 of article 23 of the aforementioned Provisional Measure.

"We request that this body be formally notified by Your Excellencies as soon as the technical redirection measures are completed, including evidence of the steps taken."
