The presidents of Lottopar and Loterj exchanged experiences with American authorities and met with experts and executives to discuss innovation and regulation in the market during a trade fair that is a world reference in gaming regulation and technology.

Daniel Romanowski, CEO of the Paraná State Lottery (Lottopar), and Hazenclever Lopes Cançado, president of the Rio de Janeiro State Lottery (Loterj), participated in the Global Gaming Expo (G2E) 2025 in Las Vegas, Nevada. The event took place between October 7th and 10th of this year, marking the 25th anniversary of the fair considered the world's leading meeting point for the gaming industry.

G2E, organized by RX and promoted by the American Gaming Association (AGA), brought together experts and executives from various countries to discuss innovation, technology, and regulation in the gaming market.

At the opening of the G2E 2025 education program, held on Monday (5) at the Sands Expo at the Venetian Resort, in Las Vegas, a debate aimed at executives and professionals in the sector dedicated an entire panel to “Launching the Brazilian market: important insights and data”, with the participation of Fábio Augusto Macorin, Undersecretary of Monitoring and Supervision of the Prizes and Betting Secretariat of the Ministry of Finance; Leonardo Baptista, CEO of Pay4Fun; André Santa Rita, partner at Pinheiro Neto Advogados; moderated by Lindsay Slader, GeoComply Solutions.

"AGS do Brasil played a fundamental role with technical contributions in the recent process of regulating light rail systems by Loterj, helping to build a solid, modern and responsible model for the sector," Hazenclever highlighted.

Loterj officials also met with Susan Bala, founder of Racing Services Inc. in the 1990s. During the meeting, Hazenclever delivered the publication outlining the regulations for Video Lottery Terminals (VLTs) in the State of Rio de Janeiro.

“During this conversation, I had the opportunity to personally deliver the publication with the regulations for the Light Rail Transit (VLT) in the State of Rio de Janeiro, and we were able to exchange experiences on innovation, regulation, and the pioneering spirit of Rio de Janeiro, which was the first state in Brazil to regulate betting and now the VLTs. Meeting Susan Bala was inspiring! A leader, innovator, and determined, she shows that courage and vision can transform the gaming sector and generate real impact on society,” stated the president of Loterj.

The Loterj board held meetings with representatives from Gaming Laboratories International, LLC (GLI), including Karen Marcela Sierra-Hughes, Vice President for Latin America and the Caribbean, James Maida, Global CEO, as well as Georges Didier Flores and Hugo Leite.

At the invitation of Mike Dreitzer, the presidents of Lottopar and Loterj participated in a technical visit promoted by the Nevada Gaming Commission to G2E 2025. Also present were George Markantonis, commissioner of the Nevada Gaming Commission, Diane Presson, agent of the Investigations Division, and Kristi Torgerson, head of Enforcement.

“It was an enriching and transformative experience, reinforcing how prepared Rio de Janeiro is to occupy its prominent place on the global stage. We discussed best practices in regulation, governance, and control—pillars that support a solid, safe, and socially responsible market. It is inspiring to observe firsthand a model that combines innovation, revenue collection, and social responsibility—and to see that Brazil has all the conditions to follow the same path,” commented Hazenclever Cançado.

During the event, Romanowski and Cançado visited booths of companies such as FBM, led by Rui Francisco, and Zitro, headed by Johnny Ortiz. The presidents also met with executives from Novomatic, including Thomas Komnacky (VP of International Operations), Martin Strasser (Head of Business Development and Strategy), and Roberto Quattrini (Managing Director of Brazil).

Romanowski visited the University of Nevada, Las Vegas (UNLV), where he completed the 2024 UNLV & University of Nevada Executive Development Program (EDP), aimed at senior executives in the gaming industry.

“I was at G2E Las Vegas, where, in addition to visiting the world's leading manufacturers of games and equipment for the industry, I was able to accompany the Nevada Gaming Commission on a tour of the event. A very kind invitation from Chairman Mike Dreitzer, who recently assumed this position. Directly from the Mecca of the Gaming Industry, we were able to see how they handle the issue after almost 80 years of regulation in the United States,” reported Romanowski.

The Paraná state leader highlighted that Lottopar has used Nevada's regulatory practices as a reference since the beginning of its operations. "I commented to Mike Dreitzer that Lottopar, from its very first activities, has based its work not only on the State of Nevada but also on other American jurisdictions. On that occasion, I personally thanked the institution for its transparency, which allowed us to use its technical and very objective materials in our planning," he explained.

“We continue doing the 'Right' thing even if nobody else is doing it! Because the 'Wrong' thing will always be wrong, even if everyone is doing it. We work according to international best practices, without looking for loopholes in the law, but rather following its integrity and, if possible, even reinforcing it!”, concluded Romanowski.
