Tigrinho's game will need 'payment schedules' to be authorized; understand the government rules.

The Ministry of Finance is preparing a decree that should legalize electronic gambling games, such as Fortune Tiger, or the Little Tiger game. The legalization of this type of game will come within the regulation of online betting, a process that began at the beginning of the year and should continue until August, according to a report by O Globo.

For Tigrinho or similar games, however, there will be specific rules. These games can operate as long as the websites present the bettor with a payout table showing the projected progressive winnings throughout the game.

Initially, the Farm had doubts about authorizing bets with variable winnings, such as Tigrinho, since the winnings amount is neither fixed nor known to the bettor when the game starts.

This is the basis of betting: a player knows how much they will win if a certain result is achieved, for example, in a football match. The player knows that the outcome of a match will lead to a certain prize or loss — this is the model called fixed odds, a modality that was the subject of legislation by the National Congress at the end of last year.

Without a clear value for the player's winnings, the modality could not be considered fixed odds. However, if companies clearly present the calculations used to multiply bettors' winnings, it could be considered fixed odds. These are solutions that are able to clearly inform the bettor of the multipliers that will be applied if they win.

Income statement

As O GLOBO anticipated in June, according to tax regulations, online betting platforms will be required to declare income from bettors and will have a safeguard to prevent them from spending too many hours playing.

They will also have to host their bets on a new internet domain designated by the government, “bet.br”, starting January 1, 2025. The measures aim to prevent bettors from committing an excessive portion of their income to gambling and to curb fraud.

Initially, the websites will ask for a self-declaration of income, without requiring proof, before the bettor starts playing. This way, they can determine how much the value of the bets represents in the players' personal income. The government does not rule out making the control stricter, requiring supporting documentation if necessary.

Betting sites will still need to require users to authenticate their identity through facial recognition when the player enters the platform — the correct identification of the bettor should prevent the use of "front men" for money laundering, says the Ministry of Finance.

Websites that are not affiliated with bet.br will automatically be identified as irregular.

Officials from the Ministry of Finance told GLOBO that betting companies that apply for authorization by August will receive a response from the federal government by November.

Next, the company will have about a month to pay a grant of R$ 30 million to the federal government. The websites also need to be authorized by certification authorities accredited by the Treasury.
