Proposal makes selling or giving lottery tickets to minors under 18 years of age a crime.

According to the proposal by Representative Roberto de Lucena (Pode-SP), the penalty ranges from two to four years of imprisonment and a fine. The text, which is being processed in the Chamber of Deputies, amends the Statute of Children and Adolescents (ECA, Law 8.069/90) to include this crime.
Furthermore, the lottery owner may lose their license if they repeatedly sell to children and teenagers.
The bill also amends the Federal Lottery law to provide for the identification and confidentiality of bettors. Lottery outlets will require identification documents to verify the bettor's age.
"It is not justifiable for minors to have access to gambling, as such conduct does not encourage a culture of integrity," said Lucena. According to him, repeated gambling behavior leads to pathology.
Lottery outlets must display a sign in a visible location with the following phrases: "The sale and delivery of lottery tickets and equivalent items to minors under 18 years of age is prohibited" and "Don't bet more than you can afford to lose."
